The Deputy Prime Minister requested localities, especially large cities and urban areas, to have plans, propagate and mobilize to "reclaim" the road for pedestrians.

On August 21, the Government Office announced that this agency had just issued Document No. 435/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the summary meeting on ensuring traffic order and safety (TTATGT) for the first 6 months of the year and tasks and solutions for the third quarter of 2025.

In the announcement, the Deputy Prime Minister requested the Ministry of Public Security to speed up projects and strategies to improve the capacity of the Traffic Police force; promote the conversion of working conditions from manual and direct work through the application of science and technology in ensuring traffic safety.

Develop national technical regulations on road motor vehicle driving testing centers; direct traffic police and police forces of units and localities to strengthen the handling of violations identified as the main causes of traffic accidents, focusing on handling violations according to 6 thematic groups that have been directed by the Ministry of Public Security since the beginning of 2025.

At the same time, preside over and coordinate with the Ministry of Justice to advise the Government to submit to the National Assembly amendments and supplements to the Law on Handling of Administrative Violations in accordance with the requirements in the new situation; in which, study and supplement supplement supplement supplementary forms of sanctions such as public service.

The Ministry of Construction studies and adds to the Ministry's law-making program: reviewing and amending regulations in the field of urban planning; safety corridors, service roads, connecting, preventing encroachment on traffic safety corridors, managing the situation of many connections to newly built national highways and main roads.

Report the results of reviewing and amending standards and regulations for inland waterway vehicles (in September 2025) and regulations for sleeper vehicles as well as inspection of the above types of vehicles; propose plans to increase capacity and means for rescue forces.

The Deputy Prime Minister requested the Ministry of Education and Training to develop a management plan for students driving electric bicycles, electric motorbikes, motorbikes with a capacity of less than 50cc;

Coordinate with the traffic police force to guide schools and vocational training institutions to implement student management, ensuring that students must have enough knowledge and skills to control vehicles participating in traffic.

The Deputy Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with the Ministry of Construction and relevant agencies to appraise the standards of watercraft serving tourists (to be completed in September 2025).

The Ministry of Agriculture and Environment reports on the issuance of National Regulations on emissions and roadmaps for applying emission levels to cars and motorbikes in circulation (to be completed in August 2025).

The Deputy Prime Minister requested localities, especially large cities and urban areas, to have plans, propagate and mobilize to "reclaim" the road for pedestrians.

Assign the Hanoi People's Committee and the Ho Chi Minh City People's Committee to develop and implement the Project "Safe City for Traffic" in the area, noting the roadmap to promote the conversion of personal vehicles to public transport, a propaganda plan on the roadmap to apply emission standards and a roadmap to convert to green vehicles, ensuring feasibility.
