The First Congress of the Party Committee of the Ministry of Finance, term 2025-2030 (the first Congress of the Party Committee after the merger) took place in the context of many important events in the country such as: 95th Anniversary of the Founding of the Communist Party of Vietnam; 50th Anniversary of the Complete Liberation of the South, National Reunification; 135th Anniversary of President Ho Chi Minh's birthday; 80th Anniversary of the Successful August Revolution and National Day of the Socialist Republic of Vietnam September 2.
The Congress is an extensive political activity, affirming the bravery and role of the Finance sector over 80 years of building and growing under the glorious flag of the Party. This is also an opportunity for the entire Party Committee of the Ministry of Finance to re-evaluate the results of implementing the resolution of the previous term, set out directions and tasks for the next term, demonstrate political determination to compete to achieve achievements to celebrate the 14th National Congress of the Party, actively contribute with the entire Party and people to build the Party and build a strong and prosperous country.
Reviewing the recent term, with the context of rapid and complicated international and domestic developments, many issues beyond forecasts, the Party and State have focused on directing drastically, issuing many historic and revolutionary decisions to promote the recovery and development of the country's socio-economy and implement major policies of breakthrough and strategic nature. In that context, implementing the policy of the Party and State, the Ministry of Finance merged with the Ministry of Planning and Investment, merged with Vietnam Social Security, receiving the functions and tasks of the State Capital Management Committee at Enterprises, and some functions of the National Financial Supervision Committee. After the merger, the Ministry of Finance will play a central role in national economic management.
As a grassroots party organization under the Government Party Committee, the Ministry of Finance Party Committee has 47 affiliated grassroots party organizations with more than 7,600 party members, including 25 grassroots party committees, 07 grassroots party cells (including 03 party committees that the party committee has piloted to delegate authority to the grassroots level), 01 departmental party committee, 14 directly affiliated party cells. Inheriting the results and experience of leadership and direction as well as promoting the proactive, creative, responsible and decisive spirit of the Party Committees of agencies and Party Executive Committees before the merger, the Party Committee and the Standing Committee of the Party Committee of the Ministry of Finance currently focus on leading and directing Party committees and leaders of units under the Ministry to closely follow the policies, guidelines, orientations, goals, targets and tasks of socio-economic development assigned by the Party Central Committee, the National Assembly and the Government and the Prime Minister, concretized by synchronous, comprehensive, continuous and effective action programs of the Ministry of Finance.
Specifically, regarding the implementation of political tasks, from the beginning of the 2020-2025 term, in the context of the whole world facing the COVID-19 pandemic, economic recession, political fluctuations in many areas that have a profound impact on the domestic socio-economic development situation, the Ministry of Finance has proactively implemented unprecedented solutions, promoted the improvement and improvement of institutional quality; implemented proactive and flexible fiscal policies, closely coordinated with monetary policies and other macro policies, contributing to promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances; consolidating national financial potential, actively mobilizing all resources for development investment; improving the investment environment, promoting business development; developing stable and harmonious with the market; actively applying digital technology; increasing innovation and innovation in the international market; increasing scientific and technological innovation.

Vietnam's socio-economic picture in the period of 2020-2025 is increasingly bright, "opposite" the decline of the world economy, the highlight is GDP growth in the first 6 months of 2025 increased by 7.52% over the same period last year, establishing the highest growth rate of the first half of the year over the past 15 years (from 2011 to 2025). In particular, state budget collection, FDI attraction, exports, business development, business households... are positive bright spots, achieving many remarkable results.
Along with the political and professional tasks, the work of building and improving the leadership capacity and fighting strength of Party organizations of the Ministry of Finance's Party Committee has achieved many advances. The implementation of studying and thoroughly implementing the Party's resolutions and directives is serious, with many innovations and creativity in form, quality and efficiency. There have been many clear changes in awareness and action in parallel with the entire Party Committee studying and following Ho Chi Minh's ideology, morality and style; implementing the prevention and repelling of the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation". Party committees and Party cell activities are serious and ensure quality. Party committees at all levels have effectively implemented the principles of the Party's organization and operation, especially the principle of democratic centralism, the principle of self-criticism and criticism. Looking back at the past term, it can be affirmed that the steadfastness of the Party and State's policies and guidelines for innovation has helped the Finance sector overcome difficulties and challenges and achieve many "double achievements", enhancing the traditional beauty of the sector, contributing to the country's successful implementation of socio-economic tasks, security - defense, ensuring social security and the goals and tasks set forth in the Resolution of the 13th National Congress of the Party.
The above results were achieved primarily thanks to the wise and in-depth leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, directly with General Secretary To Lam; the close and timely direction of the Government Party Committee, the Government Party Committee; the sharing of ministries, branches, localities and the coordination, consensus of people and businesses, the support and assistance of international friends and the solidarity and efforts of all cadres, party members and workers. At the same time, the Party Committee of the Ministry of Finance and the leaders of the Ministry of Finance have promptly and proactively directed units to grasp the situation and practical requirements, propose appropriate, timely, effective, focused and key tasks and solutions; promote decentralization and delegation of authority in the management and operation of the Ministry of Finance.
In order to continue promoting the great and positive achievements that have been achieved, overcoming the remaining and limited aspects, the Party Committee and leaders of the Ministry of Finance must closely follow the absolute and comprehensive leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, directly and regularly the Government Party Committee; thoroughly grasp and deeply implement the Party's viewpoints, guiding principles and orientations; closely follow the functions, tasks and practical work of the Party Committee of the Ministry of Finance to make timely, flexible and effective decisions, remove bottlenecks, unlock all resources for development, meet practical requirements and improve effectiveness and efficiency of implementation.
Many breakthrough solutions for the new development period
After 80 years of growth and development, the Finance sector at any period has promoted its role as a political district, a "refined sector" of the national economy, contributing especially to the development of the country. In the country, after 40 years of Doi Moi, the foundation, potential, position and international prestige of the country are increasingly being enhanced, as a basis for rising up in the new era of development, but our country also faces many difficulties and challenges, with some aspects being more severe and heavier than in the previous period; the goal of double-digit growth in the coming years still has many challenges... The Party Committee of the Ministry of Finance has the responsibility to advise the Party and the Government on many strategic decisions, many important and urgent macro policies with high requirements in practice. This requires each Party organization and Party member of the Ministry of Finance to constantly strive, unite, join hands, be unanimous, actively innovate and create, compete to strive to excellently complete the political tasks and Party building work of the Ministry of Finance Party Committee.
From the end of 2024 to now, closely following the instructions of the Party Central Committee, the Secretariat, and the Government Party Committee, identifying Party congresses at all levels as an important and extensive political activity, the Party Committee of the Ministry of Finance has actively focused on directing the implementation of organizing Party congresses at all levels, towards the 1st Congress of the Ministry of Finance Party Committee, term 2025-2030. Basically, by the end of June 2025, the Party Committees and Party cells under the Ministry of Finance Party Committee have seriously implemented the preparation and implementation work and have successfully organized Party congresses at all levels in accordance with the direction of the Central Committee.
With the strong direction of the Party Committee of the Ministry of Finance and the active preparation of the affiliated Party Committees, the 1st Congress of the Party Committee of the Ministry of Finance, term 2025-2030, will take place in the fall months of August 2025.
