Affirming the political nuclear role in the entire banking system
On August 2, 2025, the Bank for Agriculture and Rural Development of Vietnam (Agribank) successfully held the 11th Banking Party Congress, term 2025-2030.
Deputy Prime Minister Le Thanh Long attended and gave a speech directing the Congress. The Congress was also attended by Vice Chairwoman of the National Assembly Nguyen Thi Thanh, leaders of a number of central ministries, departments and branches, along with representatives of the State Bank of Vietnam and nearly 300 delegates representing more than 24,500 party members of the Agribank Party Committee.
The Congress took place in the context that the entire banking industry and the whole country are entering the acceleration phase of completing the 5-year Socio-Economic Development Plan 2021-2025, while preparing for the 14th National Party Congress.
Agribank leaders said that in the 2020-2025 term, the Agribank Party Committee will perform well its role as a comprehensive leader of the system, overcoming many fluctuations such as the COVID-19 pandemic, geopolitical tensions and natural disasters, comprehensively completing political tasks and Party building work.
With the model of the entire bank's Party Committee, after receiving the Party organization from the local Party Committee and transferring it to the Government Party Committee, Agribank maintains the connection between the Party leadership and business operations. The Party Committee has exceeded 4/4 targets of the 10th National Congress Resolution, in which the organization, inspection, supervision, mass mobilization, and political and ideological education work have all achieved positive results.
During this period, the Agribank Party Committee issued 7 thematic resolutions, focusing on key areas such as digital transformation, credit quality, internal communication and improving staff organization capacity. These resolutions become the basis for the entire system to implement political and business activities in a coordinated and effective manner.
Promoting the development of "third-order" credit and comprehensive modernization
Implementing the mission of "third agricultural sector", Agribank continues to play a key role in investing in the agricultural and rural areas - a sector that accounts for about 1214% of the country's GDP. As of mid-2025, Agribank accounts for about 29% of the total outstanding loans of the whole industry for this sector, with a credit scale of more than 600 billion VND per day pumped into the economy - of which about 360 billion VND is reserved for agriculture and rural areas.
In addition to commercial credit, Agribank actively implements policy programs with lower interest rates from 13% to support production recovery, exempting and reducing interest rates of VND 3,800 billion for nearly 55,000 customers in 4.5 years. The Bank also accompanies the Government in the goal of greening agriculture, implementing key credit packages such as 1 million hectares of high-quality rice, 20,000 billion VND for forestry and fishery and 50,000 billion VND for high-tech agriculture.
The new development strategy is aimed at three pillars at the same time: strengthening the role of key financial institutions serving the "third agricultural sector"; building a modern digital banking sector; and promoting green - comprehensive finance. Agribank currently maintains more than 2,300 transaction points covering 100% of communes, nearly 3,500 ATM/CDM machines, 20,000 POS machines, and 64,000 loan groups nationwide, creating a solid foundation for comprehensive finance and cashless transactions.
Digital transformation is a growth driver
Determining digital transformation as a strategic breakthrough, Agribank has developed and implemented the IT Strategy for the period 20222026, the Digital Transformation Plan to 2025, with a vision to 2030. The technology infrastructure is upgraded, connecting the National Public Service Portal, the VNeID electronic identification application and automating internal management processes.
As a result, by mid-2025, Agribank will have more than 23.2 million accounts and about 3 million customers borrowing capital, 95% of transactions via digital channels and 47% of customers using digital services. The bank issued more than 12 million cards in rural areas, supported 500,000 disadvantaged people to receive subsidies through accounts, paid 210,000 billion VND through insurance - banking linkages. This is an important foundation for banks to improve productivity, improve service quality and manage risks.
As of June 30, 2025, Agribank's total assets exceeded VND 2.3 million billion, an increase of 1.5 times compared to the beginning of the term. Total outstanding loans to the economy reached over VND 1.85 million billion, capital mobilization reached over VND 2.1 million billion. Pre-tax profit increased by an average of 16.3%/year, ROE reached 19.2%. The bank is also in the top 10 largest tax-paying enterprises in Vietnam, contributing nearly VND48,000 billion to the state budget for the period 2021-2024.
In parallel with business activities, Agribank spends VND2,650 billion on social security, focusing on education, healthcare, housing support, overcoming natural disasters and accompanying the homeland's sea and islands. The bank also participated in the first carbon credit transaction in Vietnam with a value of 51.5 million USD, aiming for the NetZero target by 2050.
