On the morning of September 23, in an exchange with a reporter from Lao Dong Newspaper, Mr. Pham Thanh Nam - Deputy Director in charge of the Department of Science and Technology (S&T) of Dien Bien province - said: "Currently, the enterprise is conducting field surveys and completing legal procedures to be granted an investment certificate.
According to Mr. Nam, OSB Group Corporation has proposed to invest in 3 component projects with a total capital of 168 billion VND to form a low-altitude flight technology ecosystem in the locality.
Specifically, the UAV Flight Testing and Practice Center project is expected to be located in Muong Lay town on an area of 10,700 m2, with a total capital of 83 billion VND.
The project includes a UAV airfield, a seaplane airfield, a technical area and a modern flight control tower.
The second project is the UAV manufacturing plant (phase 1) with an investment capital of 65 billion VND, a scale of 5,500 m2, located in Muong Lay ward or Dien Bien Phu ward.
The factory will undertake precision mechanical processing, manufacturing shell frames, assembling electronic components and completing products.
In addition, the enterprise plans to spend 20 billion VND to build a 1,000 m2 UAV, aviation, and space technology introduction and training center at the Provincial Innovation Center to train high-tech human resources.
UAV equipment will be researched and developed to serve agricultural production, combined with forest monitoring and disaster prevention support, towards diversifying use functions. The project is expected to be launched by businesses this year" - Mr. Nam emphasized.
This investment promotion move takes place after Dien Bien Provincial People's Committee issued Decision No. 1291/QD-UBND, officially licensing controlled testing (sandbox) of low-altitude economic development solutions using UAVs in the province until May 31, 2027.
Dien Bien is also a locality selected by the Ministry of Science and Technology to pilot this project.
The test program is chaired and operated by Vietnam Post Corporation (Vietnam Post), FPT Group and technology units in charge of technical and flight solutions.
The province aims to carry out about 6,000 safe flights (reaching a rate of over 99%) serving 4 key areas: agriculture, logistics and transportation, emergency medical aid and digital mapping.
The early reception of investment capital in production infrastructure and testing airfields of enterprises is expected to create a solid foundation, making Dien Bien a pioneering center for low-altitude space economy development in the Northwest region.
