According to the draft Project on establishing Quang Ninh city being submitted to the Government by the Provincial People's Committee, the new growth model is determined based on three growth spatial poles, four fundamental transformations and five key drivers.
In which, with three growth space poles, reorganize Quang Ninh city's growth space according to three dynamic poles to create a multi-pillar - spread - complementary position, forming a triangle "Production - Service - International Trade", helping Quang Ninh grow multi-dynamically, regardless of single industries, including: Van Don - Maritime economic pole and high-end services; Mong Cai - Border trade pole, border gate economic urban area and international integration; Quang Yen - Industrial and logistics pole.
Four fundamental transformations include: Restructuring industries and fields; transformation of science and technology; transformation of development space towards developing growth poles and strengthening linkages and spillovers; transformation of institutions and local governance towards modernization.
The five main driving forces include: Institutional dynamics - specific mechanisms: Promoting decentralization and delegation of power, shortening processes; Piloting sandboxes for new models (digital economy, low-level economy, new logistics...); Flexible mechanisms for land, investment, and local finance. The addition and completion of these institutions helps reduce intermediary costs and accelerate investment.
Strategic infrastructure driving force: Focus on railway infrastructure, expressways, seaports, airports, digital infrastructure, energy, logistics. Investing in these infrastructures will help activate private investment activities in production and business sectors.
Motivation for mobilizing and leading resources: Public investment plays a leading role - stimulating private investment, therefore, 44 mechanisms are needed to increase public investment sources through mechanisms and the rate of revenue allocation in the area between the Central Government and the province; exploiting public assets and development funds.
Motivation for innovation and digital transformation: Take science and technology - data - AI as tools to upgrade the entire economy. Link digital transformation targets with each industry such as manufacturing, tourism, logistics. This will help increase productivity and transform models to rely more on technology to achieve high growth targets but not completely rely on traditional inputs.
Motivation for organizing space and ecosystem development: Reorganize according to: polar - corridor - region, thereby developing ecosystems: industry - logistics - urban - service associated with coastal space, border gates, as a foundation for marine and night economy development. Taking advantage of corridors, linking with other locations inside and outside the region (Hanoi - Hai Phong - China) will help create a "synergistic effect" instead of disjointed development.
According to the People's Committee of Quang Ninh province, with the actual socio-economic development and urbanization process of Quang Ninh province taking place strongly and continuously, with breakthrough transformation, especially accelerating in recent years and compared with current legal regulations, Quang Ninh province has met all the standards of the City.
