The Ministry of Finance is seeking comments on the draft Circular guiding the implementation of the "Training and fostering program for 10,000 CEOs to 2030".
In which, the Vietnam Young Entrepreneurs Association proposed to clarify and prioritize scholarship support for heads of businesses newly converted from household businesses.
According to the draft Circular guiding the implementation of the "Training and fostering program for 10,000 CEOs to 2030" issued together with Decision No. 525/QD-TTg dated March 31, 2026 of the Prime Minister, the Ministry of Finance is developing a training support mechanism to improve management and administration capacity for business directors, contributing to the development of the Vietnamese business sector.
Contributing opinions to the draft, the Vietnam Young Entrepreneurs Association highly appreciated the necessity, timeliness and approach of the program.
According to this organization, the draft has initially clarified the nature of scholarships, reduced administrative procedures, taken the digital platform as a management axis, and at the same time formed a training, advisory, connection and support ecosystem for businesses after training.
However, the Vietnam Young Entrepreneurs Association proposed to continue to improve the draft in the direction of taking the actual needs of businesses as the center, reducing administrativeity, promoting the role of associations and business associations, strengthening post-training support mechanisms and evaluating effectiveness through the actual changes in management capacity and business production activities of enterprises.
One of the notable contents in the comments of the Vietnam Young Entrepreneurs Association is the proposal to the Ministry of Finance to clarify the scope of beneficiaries to be supported through scholarships, especially for business leaders who have just converted from household businesses.
The Vietnam Young Entrepreneurs Association proposed to clarify the correlation between the maximum support limit of 30% or 10 students per course with the goal of training 10,000 CEOs by 2030.
In addition, this unit proposes to build a self-checking tool for participation conditions on the 10,000 CEO Training Page, and at the same time add a pre-training needs assessment mechanism based on the CEO competency framework to classify and arrange students into appropriate courses.
Responding to comments, the Ministry of Finance said that the draft Circular has been reviewed according to the principle of supporting the correct needs of businesses, simplifying policy access, digitizing processes, publicizing selection criteria, strengthening post-inspection and management based on results.
Regarding the proposal to increase the role of associations, business associations, post-training advisors, build a network of alumni and assess the impact of the program, the Ministry of Finance said that these contents will be studied and revised at a level suitable to the scope and authority of the Circular.
According to the Ministry of Finance, the completion of regulations needs to ensure that no additional apparatus, procedures or unnecessary administrative obligations are created.
Regarding the regulation limiting 30% or 10 students per course associated with the training target of 10,000 CEOs, the Ministry of Finance said that this content has been explained during the drafting process.
For priority support groups, the Ministry of Finance said that it has been stipulated in Clause 5, Section I, Article 1 of Decision No. 525/QD-TTg.
This agency also informed that the 10,000 CEO training site has been designed with a student competency assessment tool according to the CEO competency framework, thereby supporting students to choose training courses that suit their needs and management competencies.
