On August 20, in Hai Phong City, the Vietnam Private Economy Forum 2025 Local Dialogue Round (VPSF 2025) continued to hold the 8th Local Dialogue Session in the Red River Delta cluster. The event was attended by more than 200 delegates including leaders of the Central Government, local governments, experts, scientists and a large number of business communities and enterprises in the region and neighboring localities.
VPSF 2025 is chaired by the Vietnam Young Entrepreneurs Association, with the attention and close direction of the Government and ministries and branches. The forum is designed as a key policy dialogue channel, creating a multi-dimensional space for exchange between the private business community and state management agencies. Through the dialogue sessions, practical recommendations from the grassroots were listened to and responded to promptly, while gradually transforming them into policy recommendations submitted to the Government, ministries, and localities.
After more than a month of implementing the Local Dialogue Round, the Organizing Committee has recorded thousands of specific recommendations from entrepreneurs and businesses, many of which were directly resolved by leaders of some ministries, branches and local governments at the Dialogue Sessions, bringing confidence and excitement to entrepreneurs and businesses.

Mr. Do Huu Huynh, Vice President of the Vietnam Young Entrepreneurs Association, said that in the new context, the requirement for the business community is not only to quickly adapt to changes in administrative management models but also to proactively take advantage of opportunities opened up from the important " Quarter Resolutions" issued by the Politburo (including Resolutions 57, 59, 66 and 68).
These Resolutions are considered a strategic corridor and a development order for the Vietnamese economy, in which the private economy is identified as the most important driving force of the national economy.
According to Mr. Do Huu Huynh, the Red River Delta, including Hanoi Capital, Hai Phong City and Ninh Binh Province (new), Hung Yen (new) is clearly demonstrating the role of a strong locomotive. Many localities in the region are recording record GRDP growth. This is a clear demonstration of the spirit of overcoming difficulties, creativity and great inner strength of this land.
Speaking at the forum, Vice Chairman of Hai Phong City People's Committee Tran Van Quan emphasized that the Red River Delta is facing great opportunities from Resolution No. 68-NQ/TW of the Politburo - a historic turning point in the development of the private economy, this is considered an institutional shift, creating new momentum for the development of the private economic sector in Vietnam.
In that context, Hai Phong city has taken drastic steps to implement Resolution No. 68-NQ/TW. The city focuses on investing in strategic infrastructure: modern seaport - logistics system, high-tech industrial parks, and the orientation of developing green industry and smart cities. This is the foundation for the business community, especially young entrepreneurs, to start up, innovate, and connect deeply with the international community.
At the dialogue session, presentations and direct dialogues focused on many key issues, such as improving institutions and administrative procedures to ensure a transparent and favorable business environment; access to capital, land and human resources for private enterprises; requirements to promote startups, innovation and digital transformation;...
According to the Organizing Committee, all opinions and recommendations collected from the dialogue session will be carefully analyzed, researched, and compiled to be included in the Private Economy White Book and the Joint Statement of the VPSF Forum 2025, submitted to the Government and ministries and branches at the Summit Session scheduled to take place in September.
On this occasion, the Executive Committee of the Hai Phong Young Entrepreneurs Association (new) after the merger between the Hai Phong Young Entrepreneurs Association and the Hai Duong Young Entrepreneurs Association was officially launched.
