At the Conference, Decision No. 2009/QD-TTg dated September 11, 2025 of the Prime Minister approving the Adjustment of the Master Plan for the Construction of Dinh Vu - Cat Hai Economic Zone until 2045.
Accordingly, the total scale of the adjusted planning is about 22,540 hectares, including 2 main areas. Area 1 has an area of about 1,088 hectares, including Trang Due Industrial Park 1, 2 and 3 in part of An Phong ward. Area 2 has an area of about 21,452 hectares, belonging to the entire Nam Trieu ward and part of Thuy Nguyen, Hoa Binh, Bach Dang wards.
Dinh Vu - Cat Hai Economic Zone is a comprehensive marine economic zone, an important economic development center of the Northern and national coastal areas; an international trade gateway, a multi-sectoral, multi-sectoral, and multi-sectoral marine economic center. The economic zone has modern technical infrastructure and social infrastructure, synchronously associated with environmental protection, sustainable development, and ensuring national defense and security.
The orientation for spatial development is divided into 4 main subdivisions: subdivision 1 The Northern Industrial Urban Area of the Economic Zone is a new urban development area associated with the industrial center, tourism services, fishing services of Hai Phong city and the fishing grounds of the Gulf of Tonkin. Sub-zone 2 - the industrial service urban area of Dinh Vu and Trang Cat peninsulars, is the gateway to the sea, industrial center, seaport, new driving center of the city and the economic zone includes the international maritime service center, commercial center, and finance.
Sub-zone 3 - Cat Hai island industrial, service and urban area is an industrial and logistics service center associated with Lach Huyen international seaport; low-density service urban area. Sub-zone 4 - Trang Due Industrial Park is a multi-industry industrial development center on the industrial belt along National Highway 10.

Speaking at the conference, Deputy Minister of Construction Nguyen Tuong Van emphasized that the Prime Minister's issuance of Decision No. 2009/QD-TTg approving the Adjustment of the Master Plan for the Construction of Dinh Vu - Cat Hai Economic Zone to 2045 is of great significance to the development of Hai Phong, meeting the goals, orientations and solutions for the implementation of Resolution No. 45-NQ/TW of the Politburo on the construction and development of Hai Phong city to 2030, with a vision to 2045 and national-level planning.
To put the planning into practice, the Deputy Minister of Construction hopes that Hai Phong City will coordinate with relevant ministries, departments and branches to develop a plan to implement the planning synchronously with investing in technical infrastructure systems and social infrastructure in the economic zone, gradually becoming a comprehensive and modern economic zone, an attractive destination attracting domestic and international investment.
Along with that, the city organizes the review, adjustment, and establishment of new zoning plans and detailed plans in accordance with the Adjustment of the General Planning for the Construction of Dinh Vu - Cat Hai Economic Zone until 2045, ensuring compliance with legal regulations, orientations, nature, and current standards and regulations.
Head of Hai Phong Economic Zone Management Board Le Trung Kien accepted the opinion of the Deputy Minister of Construction and pledged to closely coordinate with relevant departments, branches and People's Committees of localities to review current zoning plans and detailed plans. On that basis, organize adjustments and establish necessary new plans, ensure compliance with legal regulations, orientations, nature and current standards and regulations, avoid overlap and not legalize violations...
