According to a quick report from the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment), as of September 9, storm No. 11 and post-storm floods have caused 43 dyke incidents in provinces and cities: Thai Nguyen 4, Bac Ninh 37; Hanoi 2; an increase of 20 incidents (Thai Nguyen 2, Bac Ninh 17, Hanoi 1) compared to the report on October 8. Localities have handled the incidents and some incidents of water leaks in the early hours to continue to closely monitor.
Some dykes of Cau River, Thuong River, and Ca Lo River in Thai Nguyen, Bac Ninh, and Hanoi provinces have had to organize flood prevention:
- Thai Nguyen:
+ The Cau River dike in Thai Nguyen city has mobilized forces, materials, and means to build anti- overflow to more than 1.0m on a length of more than 550m, due to the water level exceeding the elevation of the dike peak by over 1m.
+ The Ha Chau dike has mobilized forces to handle the embankment to prevent the dike from overflowing with a length of about 2,000m.
+ The Cha dike has mobilized forces to handle the embankment to prevent the dike from overflowing with a length of about 500m.
- Bac Ninh:
+ Thuong right dike: mobilized forces to handle embankment to prevent overflows at 09 locations from K0+000-K22+600 and from K35+030-K35+045 with a total length of 4,015m,
+ Ta Thuong Duong Duc dike: mobilized forces to handle anti-flood filling at K2+300-K2+600 with a length of 300m.
+ Bridge left dike: mobilized anti-flood treatment forces at 09 locations from K2+000-K17+900 and from K53+500-K54+050 with a total length of 5,650m.
+ Bridge right dike: mobilized forces to handle anti-flood filling at K31+300-K31+500 with a total length of 200m
+ The right dike of Ca Lo has mobilized forces to handle anti-flood filling from K13+200-K13+500 with a length of 300m.
- Hanoi: Mobilized forces to handle 8 sections from K17+000 - K28+828 of the right dike of the Bridge with a total length of over 4,580m.
Faced with complicated developments, on the evening of October 9, the Prime Minister directly inspected flood response work in Trung Gia and Da Phuc communes (Hanoi), directing urgent measures to ensure absolute safety for people and the dyke system.
The cause of this particularly large flood is due to record rainfall in the past 3 days in the upstream provinces. Some places recorded rainfall of up to more than 560mm such as in Hoa Thuong (Thai Nguyen). This caused the flood on the Cau River at Luong Phuc station (Thai Nguyen) at 6:00 a.m. on October 10 to reach 10.12m, exceeding the warning level by 3 to 2.12m.
The floods after storm No. 11 caused extremely heavy damage. There are currently 18 deaths and missing people in the provinces. Nearly 225,245 houses were deeply flooded, of which about 64,500 houses are still submerged in water. Tens of thousands of hectares of crops were lost, traffic infrastructure was paralyzed at 27 locations, the Hanoi - Dong Dang railway line had to stop operating.
In this situation, the Prime Minister decided to provide emergency support of 140 billion VND to the 4 most severely damaged provinces. The Ministry of National Defense and the Ministry of Public Security have mobilized more than 25,000 officers and soldiers to participate in rescue, evacuate people and overcome the consequences. The National Steering Committee for Civil Defense has also sent an official dispatch calling on international organizations to provide emergency support to people in disaster areas.
It is forecasted that in the coming hours, floods on rivers in the Northern region will recede slowly, but the situation of dykes is still very tense. Forces are still on duty 24/7, closely monitoring all developments to be ready to respond to possible incidents.
