The turning point in foreign labor management in Vietnam
The Department of Employment (Ministry of Home Affairs) has just coordinated with the Department of Home Affairs of Da Nang City to organize a training conference to implement Decree 219/2025/ND-CP of the Government on foreign labor management in Vietnam.
The event attracted the participation of representatives of the leaders of the Department of Home Affairs of 9 provinces and cities in the Central region and many businesses in Da Nang City, demonstrating the importance of updating and implementing new legal regulations in the context of extensive economic integration.
Speaking at the conference, Ms. Nguyen Thi Quyen - Deputy Director of the Department of Employment emphasized: "The issuance of Decree 219/2025/ND-CP is an important step forward, perfecting the legal framework on foreign labor management, creating a transparent, favorable working environment and attracting talent. The goal is to help localities and businesses grasp the new regulations, apply them correctly and sufficiently, ensuring the rights of both employees and employers.

Decree 219 was issued and took effect from August 7, 2025 in the context of urgent requirements for perfecting the legal framework for foreign labor management in Vietnam.
Decree 219 adds two new groups of subjects including: Chairman, member of the Board of Directors of joint stock companies; owners, members of limited liability companies with a capital contribution value of less than VND 3 billion; employees working under contracts with diplomatic missions and foreign organizations in Vietnam.
The Decree also stipulates more clearly the requirements for job positions, licensing authority of the Provincial People's Committee, as well as applying electronic transactions in granting, renewing, re-granting labor licenses and confirming that they are not subject to licensing.
Facilitating businesses
Compared to Decree 152/2020/ND-CP, Decree 219/2025/ND-CP is considered a turning point in foreign labor management in Vietnam, with many outstanding new points.
First of all, the decree simplifies administrative procedures, cuts unnecessary documents, integrates processing steps to shorten time, encourages the application of information technology, towards digital and transparent management.
Next, the decree expands and clarifies the subjects exempted from labor licenses, especially experts and high-tech workers in priority areas, and specifically stipulates the concepts of "experts", "managers", and "technical workers" to create a clear legal basis.

The Decree strengthens corporate responsibility, requiring closer reporting on the situation of foreign labor use when there are changes in work, positions or contract termination, helping authorities promptly grasp and avoid violations.
The Decree also tightens professional conditions, clearly stipulates the qualifications and experience of foreign workers, especially in the positions of experts and managers, to ensure the quality of human resources, preventing the situation of unqualified workers from affecting the business environment.
With new breakthroughs, Decree 219/2025/ND-CP is expected to help businesses save time and costs in procedures, while being more convenient in attracting and using high-quality human resources, improving competitiveness in the context of integration.
The training conference in Da Nang has supported businesses and officials of the Central Department of Home Affairs to understand, approach quickly and remove obstacles in implementing regulations on foreign labor.
