Similar to the My Dinh ICD Port Project (Duc Thuong Commune, Hoai Duc District), the development of dry ports in the capital also has another worrying case called the Hanoi Inland Customs Point (Co Bi Commune, Gia Lam District) or also known as the "ICD Co Bi".
Traveling from the center of Hanoi on National Highway 5, we turned left onto a paved road, and witnessed the land area where the ICD Co Bi dry port project (with an estimated investment of VND 2,560 billion) is currently just an empty lot, lying abandoned. Around the land, corrugated iron fences surround many dilapidated and dilapidated sections. piles of scrap piled up along the path.
Passing through the fence gate, we suddenly witnessed the vast "golden land", many sections of overgrown weeds. People take advantage of the land to raise ducks.


Talking to reporters, a resident present at the project site said that the project has been left unused for a decade (since 2014). This place was planned to build a dry port but has not been built yet.
A dragon fruit project, a feud
According to the reporter's investigation, in June 2011, the Hanoi Department of Planning and Architecture coordinated with the People's Committee of Gia Lam district and Hanel One Member Co., Ltd. to organize the announcement and handover of the Detailed Planning at a scale of 1/500 of Hanoi Inland Trade point. The planning area is located in Co Bi commune, Gia Lam district (Hanoi). At that time, the customs clearance point was expected to start construction in January 2012 and go into use in December 2014.
But it was not until May 2016 that a groundbreaking ceremony for the project was held. The total estimated investment is over VND 2,560 billion.
On October 28, 2016, the Ministry of Transport (now the Ministry of Construction) signed Decision No. 12772/BGTVT-KHDT on approving the investment in the construction of ICD Co Bi dry port, Gia Lam district, Hanoi city. Accordingly, the ICD Co Bi dry port project is invested by ICD Hanoi Company Limited.
The goal of the dry port is to serve the Southeast economic corridor of Hanoi City (Hanoi, Bac Ninh, Hai Duong, Hung Yen, Thai Nguyen and Bac Kan).
The operating capacity of ICD Co Bi dry port in the period up to 2020 is 300,000 TEUs/year, by 2030 is 500,000 TEUs/year out of the total capacity of about 1,800,000 TEUs/year of the Southeast economic corridor of the city.
In this decision, the Ministry of Transport requires ICD Hanoi Company Limited to invest in construction, put the dry port into operation on the right scale, time, and quality; organize dry port operation when all procedures have been completed according to regulations and for the right purpose, ensuring safety, security, fire prevention, and environmental pollution prevention.
However, after the grand groundbreaking ceremony, for many years, local people have not seen the clear shape of an unofficial port.

Too impatient about the project, voters in Gia Lam district have the opinion that: The project to build an Inland Border Trade Point of Hanoi in Co Bi commune has been reclaiming land from households for 10 years but has not been implemented, leaving the land fallow and becoming a construction waste storage area. There are still some areas of agricultural land outside the site clearance scope but people cannot produce because the road in the fields is broken and making travel difficult.
Therefore, people requested the Hanoi People's Committee to inspect and urge the investor to speed up the project implementation progress.
In June 2024, responding to this issue before the 17th session of the 16th Hanoi People's Council, the Hanoi People's Committee said that the Hanoi Inland Customs Point Construction Investment Project in Co Bi Commune was reclaimed by the City People's Committee and assigned to Hanel One Member Co., Ltd. for implementation, with an area of 192,118m2 of land allocated.
On August 29, 2016, the Hanoi People's Committee issued Decision No. 4710/QD-UBND, which included the content of adjusting the name of the land user to implement the project from: " Hanel One Member Co., Ltd." to "ICD Hanoi One Member Co., Ltd". to continue implementing the project.
Since 2021, ICD Hanoi Company Limited reported in document No. 19/BC-IC HumanN that the project has completed site clearance. This company has set a project operation schedule for the first quarter of 2023 and completed the investment and construction in the fourth quarter of 2023.

The Hanoi Department of Planning and Investment has issued many documents urging investors (Document: No. 249/KH&DTKTN dated January 16, 2023, No. 1696/KH&DT-KTN dated April 7, 2023, No. 3394/KH&DT-KTN dated July 4, 2023 and No. 1672/KH&DT-KTN dated April 17, 2024).
The Department of Planning and Investment said it will coordinate with relevant units to review and report to competent authorities for consideration and handling according to the provisions of the law on investment, land... in case the investor does not continue to implement the project.
Regarding this project, Lao Dong Newspaper reporters contacted ICD Hanoi Company Limited to find out the difficulties in the implementation process. However, the investor has not responded.
