Ninh Binh province is focusing on accelerating the implementation of the Ninh Binh Power Plant project with a total capacity of 1,500 MW. In which, phase I is 300MW and phase II is 1,200MW.
According to the plan, the Plant will use ICE flexible electrical technology of Wartsila Group of Finland. At the same time, implement the roadmap to stop the operation of Ninh Binh Thermal Power Plant currently (in Hoa Lu ward, Ninh Binh province).
The project to invest in the construction of a flexible power plant (ICE) is planned in Kim Dong commune in the direction of producing electricity from liquefied natural gas LNG. Thereby, supplementing flexible sources for the power system, ensuring the goal of developing a green industry - energy of Ninh Binh province.
According to Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Cao Son, the expected investment scale for the construction of phase I of the Flexible Power Plant, with a capacity of 300MW with an area of about 8ha, and a fuel import port of about 9.9ha in Kim Dong commune.
The power line connecting to the safety corridor affects about 29ha. Total investment is about 7,100 billion VND from non-budget capital sources, project implementation progress in 2025 - 2027.
Up to now (March 23 - PV), the project has completed procedures for power planning VIII, power planning implementation plan VIII, Ninh Binh province planning, land use planning, construction planning and port planning.
In addition, Ninh Binh Provincial People's Committee has also requested Power Generation Corporation 3, Thuan Hai Transport Service Joint Stock Company, Ninh Binh Thermal Power Joint Stock Company - JSC, Ninh Binh Power Transmission to closely coordinate with local departments, agencies, and branches to deploy procedures for investing in the construction of Ninh Binh Flexible Power Plant and relocating Ninh Binh Thermal Power Plant.
Ninh Binh province is making efforts to accelerate the project implementation progress, striving to generate electricity at 50% capacity by the end of 2027 and early 2028, and 100% capacity by 2029. After the Plant comes into operation, it will stop operating and relocate the current Thermal Power Plant.
To ensure the process of selecting investors to implement the project, the province is assigning the Department of Industry and Trade to be the inviting party to implement the order and procedures for inviting interest in the above project and implementing contents related to project implementation. At the same time, assigning the Department of Finance to preside over and coordinate with relevant agencies and units to inspect and review the interest invitation dossier" - Mr. Son said.
