Informing at the press conference to announce socio-economic data for the first quarter of 2025, Director of the Statistics Office Nguyen Thi Huong said that in March, the whole country had more than 15.6 thousand newly established enterprises with a registered capital of more than 126.3 trillion VND and a registered number of employees of more than 87.5 thousand employees.
Accordingly, the number of enterprises increased by 54.2%, the registered capital decreased by 7.4%, and the number of employees increased by 48.0% compared to February 2025. Compared to the same period last year, the number of enterprises increased by 3.4%, the registered capital decreased by 4.7% and the number of employees increased by 2.6%.
The average registered capital of a newly established enterprise in the month reached 8.1 billion VND, down 39.9% compared to the previous month and down 7.8% compared to the same period last year. In addition, the whole country has more than 9.1 thousand enterprises returning to operation, an increase of 29.3% over the previous month and more than 3 times higher than the same period in 2024.

"In the first quarter of 2025, the whole country had 36,4 thousand newly registered enterprises with a total registered capital of nearly 356.8 trillion VND and a total registered number of nearly 228.2 thousand employees, down 4.0% in the number of enterprises, up 1.3% in registered capital and down 14.6% in the number of employees compared to the same period last year.
The average registered capital of a newly established enterprise in the first quarter of 2025 reached 9.8 billion VND, an increase of 5.5% over the same period in 2024. The total registered capital added to the economy in the first 3 months of this year is 1,386.7 trillion VND, nearly 2.1 times higher than the same period in 2024" - Ms. Huong said.
In addition, Ms. Huong said that the whole country has more than 36,500 enterprises returning to operation (up 54.8% over the same period in 2024), bringing the total number of newly established and returning to operation in the first quarter of 2025 to more than 72.9 thousand enterprises, an increase of 18.6% over the same period in 2024. On average, more than 24.3 thousand newly established and returning to operation enterprises per month.
According to the economic sector, in the first quarter of 2025, 329 newly registered enterprises in the agriculture, forestry and fishery sector, down 12.5% over the same period last year; nearly 8.6 thousand enterprises in the industrial and construction sector, down 5.9%; nearly 27.5 thousand enterprises in the service sector, down 3.3%.
In March, 4,392 enterprises registered to temporarily suspend business for a period of time, an increase of 23.6% over the previous month and an increase of 6.1% over the same period in 2024; 4,899 enterprises temporarily suspended operations pending dissolution procedures, an increase of 64.9% and a decrease of 1.6%; 2,137 enterprises completed dissolution procedures, an increase of 23.0% and an increase of 54.4%.
In the first quarter of this year, the number of enterprises temporarily suspending business for a period of time was more than 61.4 thousand enterprises, an increase of 15.1% over the same period last year; nearly 11.5 thousand enterprises stopped operating pending dissolution procedures, down 26.1%; nearly 5.9 thousand enterprises completed dissolution procedures, up 23.0%. On average, nearly 26,300 businesses withdraw from the market each month.
According to Ms. Huong, the results of the survey on business trends of enterprises in the processing and manufacturing industry in the first quarter of 2025 showed: 24.1% of enterprises assessed the production and business situation as better than in the fourth quarter of 2024; 47.1% of enterprises said that the production and business situation was stable and 28.8% of enterprises assessed that they were facing difficulties.
"It is expected that in the second quarter of 2025, 45.8% of enterprises will assess the trend as improving compared to the first quarter of 2025; 39.2% of enterprises will see the production and business situation stabilized and 15.0% of enterprises will see more difficulties.
Of which, the FDI enterprise sector is the most optimistic with 87.0% of enterprises forecasting the production and business situation in the second quarter of 2025 to be better and remain stable compared to the first quarter of 2025; This ratio in the State-owned enterprise sector and the non-State-owned enterprise sector is 84.7% and 84.1% respectively" - Ms. Huong said.
