On the morning of June 23, the National Assembly discussed in the hall the draft Resolution of the National Assembly on the mechanism for handling difficulties and problems due to legal regulations.
Delegate Nguyen Thi Thuy (Bac Kan delegation) emphasized the urgency of having a special mechanism to promptly remove legal obstacles and barriers, not to miss development opportunities.
According to the delegate, speedboats are bringing the country many development opportunities. The time for trains to stop at each station is very short. We cannot miss opportunities just because of the bottlenecks of the law.
Therefore, the delegate proposed that the National Assembly pass the Resolution and allow it to take effect immediately from the date of pressing the button so that the agencies have enough time and materials to review and handle the removal of bottlenecks in the law.
Analyzing the urgency, the delegate gave 3 reasons.
Firstly, Vietnam faces two challenging hundred-year goals: By 2030, it will become a modern industrialized country with a high average income and by 2045, it will become a developed country with a high income. To do this, it is necessary to overcome the "middle-income trap".
The delegate cited that many countries have been stuck at the middle-income threshold for 4-5 decades without being able to rise. In the past 62 years (1960 - 2022), only 41 economies have overcome this trap.
"To overcome the trap, it requires a very high economic growth rate and a very long time. For example, Japan must achieve growth of 11.5% over the past 23 years, South Korea is 9.6% over the past 34 years, or China is 10% over the past 34 years," the delegate cited and emphasized the great pressure.
Second, to achieve the goal, it is necessary to immediately remove "bottlenecks of bottlenecks" in the law. Resolution 66 of the Politburo has set a deadline for 2025 to basically remove obstacles caused by legal regulations.
Third, there is not much time left. "We have reached the middle of 2025, while the amount of legal documents that need to be reviewed and processed is very large. If the normal process is still applied, it will not be possible to complete the progress," the delegate analyzed.

Delegate Nguyen Thi Suu (Hue City Delegation) said that legal policies must support and empower instead of controlling and preventing unnecessarily.
The amendment must comply with the principle of "not increasing burdens or arising unreasonable responsibilities" for people and businesses. The spirit of modern legislative law is not to "insert" procedures, not to create unnecessary compliance costs.
The delegate emphasized the need for "clearance and simplification of administrative procedures" to prevent the risk of abuse of power and harassment due to complicated and uncertain procedures, while increasing the application of digital technology.
The delegate suggested clearly stipulating in the draft the need to ensure and strengthen the legitimate rights and interests of all organizations and individuals, especially people, businesses, and vulnerable groups.
Regarding the subjects of regulation and accountability, the cases have been divided quite clearly, but it is necessary to stipulate coordination procedures between subjects in handling problems to avoid unclear accountability, be more transparent, and avoid overlapping.
The delegate also proposed to add the responsibility to periodically report on the process of the National Assembly having the right to terminate the resolution early if found to be unsuitable for reality.
