On September 4, Politburo member and Prime Minister Pham Minh Chinh chaired a Government Session on Law Development in August 2025 to review and give opinions on 15 draft laws and 1 draft law policy dossier, including:
1. Draft Law amending and supplementing a number of articles of the Land Law;
2. Draft Law amending and supplementing a number of articles of the Law on Geology and Minerals;
3. Draft Law on Judicial Assessment (replacement);
4. Draft Law on Disease Prevention;
5. Draft Population Law (amended);
6. Draft Law on Deposit Insurance (amended);
7. Draft Law on Thrift and Combat of Wastefulness;
8. Draft Law on Cyber Security;
9. Draft Law on Planning (amended);
10. Draft Law on Digital Transformation;
11. Draft Law amending and supplementing a number of articles of the Law on Technology Transfer;
12. Draft Law amending and supplementing a number of articles of the Law on Intellectual Property;
13. Draft Law amending and supplementing a number of articles of the Law on International Treaties;
14. Draft Press Law (amended);
15. Draft Law on Personal Income Tax;
16. Policy dossier of the Draft Law on Tax Administration (amended).

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that institutions are still "the bottleneck of bottlenecks", so we must turn the situation around, change the state, and make institutions a national competitive advantage.
The Prime Minister requested ministers and heads of ministerial-level agencies to make greater efforts and determination, act more decisively, effectively and efficiently in the work of building and perfecting institutions.

Focus on leading, directing, and supporting subordinates in drafting laws, innovating methods of doing things in the direction of cutting cumbersome and unnecessary administrative procedures, focusing on immediately removing difficulties, obstacles, and legal bottlenecks.
At the upcoming 10th Session of the National Assembly, the Government is expected to submit to the National Assembly about 112 reports, records, and documents, including 47 draft laws and resolutions.
These are extremely important and necessary contents, aiming to perfect the legal framework, improve the effectiveness and efficiency of state management activities in very important areas.
Thereby creating an open and favorable legal environment for people and businesses; ensuring the legitimate rights and interests of people and businesses, harmonizing the interests of the State, people and businesses, between the interests of our country and our partners.
The Prime Minister stated that the documents and draft laws need to clarify the contents of removal, amendment, supplementation, and completion, the contents of administrative procedure reduction, decentralization, and delegation of authority, issues with different opinions and other issues that need to be reported to the Government for direction.
The head of the Government requested the delegates to focus their intelligence, promote a high sense of responsibility in the process of exchanging, discussing, presenting reports, giving concise opinions, focusing on important issues, and having different opinions that need to be consulted by the Government.
Drafting agencies continue to collect public opinions, consult experts, scientists, and practitioners, and consult international experience to complete documents and draft laws, closely coordinate with relevant agencies to submit to the National Assembly to ensure progress and improve quality.
