On the afternoon of October 17, a press conference was held at the National Assembly House on the expected agenda of the 10th Session of the 15th National Assembly. One of the contents that the press is interested in is the personnel work that will be carried out at the session.
Ms. Ta Thi Yen - Vice Chairwoman of the National Assembly's Delegation Affairs Committee - affirmed that the 10th Session is a particularly important session, marking the final stage of the 15th National Assembly term and preparing for the new term.
In addition to the contents of legislative, supervisory and decision-making on socio-economic issues, personnel work will be a highlight that voters and people pay special attention to.
According to Ms. Ta Thi Yen, based on the decision of the Central Executive Committee and the submission of competent authorities, the National Assembly will consider and decide on the election, approval or dismissal of a number of leadership positions in the State apparatus.
"This is a regular process to ensure inheritance, stability and efficiency of the apparatus in the new situation" - Ms. Ta Thi Yen emphasized.

According to the Vice Chairman of the Delegation Work Committee, the entire personnel process will be conducted in accordance with the provisions of the Constitution and the law, ensuring democracy, objectivity and transparency.
National Assembly deputies will fully exercise their rights and responsibilities before the people and voters through secret ballot, in compliance with the principle of democratic centralism.
Ms. Ta Thi Yen emphasized that the personnel work at this session is a step to perfect the apparatus in the final stage of the term, and at the same time preparing for the 16th National Assembly. This will create a foundation for the state apparatus to operate more effectively and efficiently under the leadership of the Party and the unity in the political system, as well as the consensus of the people.
It is expected that personnel work will be conducted on the last day of the first working week of the session. The steps of introducing, discussing and secret ballot will be carried out strictly and in accordance with the process.
Regarding the specific number of approved positions, Ms. Yen said that this is a content under the authority of the National Assembly and will be decided based on the Government's submission and the Politburo's introduction. The National Assembly Standing Committee will report specifically at the time of submission to the National Assembly on personnel work.
Ms. Ta Thi Yen once again affirmed that personnel work at this session was carefully and methodically prepared, demonstrating the unity between the Party's and the people's opinions, as well as the proactiveness of state agencies and the National Assembly's decision-making power.
This is not only a step to perfect the organizational apparatus but also creates a solid foundation for the effective and efficient operation of the state apparatus in the next stage.
In response to the work's requirements, Ms. Ta Thi Yen said that one of the major orientations for the election of 16th National Assembly deputies and People's Councils at all levels for the 2026-2031 term is to continue to restructure, improve the quality and increase the proportion of full-time National Assembly deputies.
It is expected that in the coming time, the structure of the number of full-time delegates will be considered to increase both in quantity and quality, ensuring that at least 40% of the total number of full-time National Assembly delegates are full-time delegates according to the provisions of the Law on the Organization of the National Assembly.
At the 13th Central Conference opened on the morning of October 6, the Central Executive Committee gave opinions on personnel for the Politburo to decide to introduce to the 15th National Assembly to elect the following positions: Secretary General of the National Assembly - Head of the National Assembly Office, Chairman of the National Assembly's Committee on Science, Technology and Environment, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Delegation Work Committee.
The Central Committee also gave opinions on personnel for the Politburo to introduce to the National Assembly for approval of the positions: Deputy Prime Minister, Minister of Foreign Affairs, Minister of Home Affairs.
