On July 8, Gia Lai Provincial People's Committee said that in the first 6 months of the year, the disbursement rate reached 32.74% of the capital plan assigned by the Prime Minister, ranking in the group of localities with high disbursement rates and leading in the South Central Coast and Central Highlands regions.
However, the province also acknowledges that there are still many obstacles and limitations that slow down the disbursement progress of public investment capital, and it is necessary to soon overcome them to complete the target of disbursing 100% of the capital plan by the end of 2026.
The main difficulties include the progress of land use fee collection not reaching the plan, affecting the ability to balance capital sources to pay for completed volumes and disburse projects using this source of revenue.
In addition, some projects face difficulties in the construction process due to insufficient supply of construction materials, increased transportation costs, and strong fluctuations in raw material and fuel prices.
Some other projects face obstacles in terms of site clearance, terrain and existing technical infrastructure that are still complex.
According to Gia Lai Provincial People's Committee, some projects have design dossiers that are not suitable for actual conditions, so in the process of implementation, they must be adjusted and supplemented to ensure investment efficiency.
Compensation and site clearance work at some projects is still slow. Determining the origin of land, determining land prices, and developing compensation, support, and resettlement plans still takes a lot of time.
In some cases, people do not agree with the compensation plan, affecting the progress of site handover and construction organization.
The provincial government requests departments, branches, and localities to focus on removing difficulties in compensation and site clearance; accelerate the completion of investment procedures, contractor selection and construction organization.
