According to Circular 64/2025/TT-BTC, the fees and charges reduced include: fees for granting licenses for the establishment and operation of banks and non-crediting organizations; fees for establishing a cargo handling department; airfares and charges such as entrance and exit fees, exploitation rights fees, customs fees for international flights to Vietnam.
Many other technical fees are also subject to reduction such as: inland waterway reporting fee; fire prevention and fighting design appraisal fee; industrial ownership fee; railway infrastructure usage fee; fee for issuing, exchanging and reissuing citizen identification cards.
Some fees in the fields of agriculture, industry and health have also been adjusted down, including: fees in the fields of animal husbandry and food safety; fees and charges for securities practice; fees for monitoring securities activities; fees for appraisal of construction investment projects; fees for certification of origin of goods; fees for business registration; fees for exploiting population data...
The Ministry of Finance said that this reduction is applied to both in person and online.
The Circular also stipulates the exemption from appraisal of granting power operation licenses in cases of reissuance, amendment or supplementation due to changes in head office addresses related to the arrangement and reorganization of administrative units at all levels.
Notably, Vietnamese citizens aged 18 to 23 when registering for the domain name "id.vn" will be exempted from the cost of use for the first two years. Newly established enterprises within 12 months and business households registered for business when registering the domain name "biz.vn" are also exempted from fees for the first two years. The fee calculation is done from the third year, applied to the first newly registered domain name.
Circular 64/2025/TT-BTC takes effect from July 1, 2025 to December 31, 2026.
