Investor reflects to Chairman of Provincial People's Committee
The Phu Ho Industrial Cluster Infrastructure Construction and Business Investment Project has a total estimated investment of 532 billion VND; an area of 75ha in Phong Chau ward; the investor is Nam Hoang Viet Joint Stock Company.
Recently, Phu Tho Provincial People's Committee organized the third "Business Coffee" program. Nam Hoang Viet Joint Stock Company has reflected on the obstacles and difficulties in the project implementation process.
According to the above enterprise, so far the compensation and site clearance (GPMB) work of the project has only reached 30.6/75ha (about 40%); the area of land allocation and land lease in phase 1 has reached about 10.4ha.
The reasons for the delay are that land management records over many periods are incorrect; many land plots are difficult to verify their origin, have not been granted or have been granted inappropriate land use right certificates.
In addition, a part of the population does not agree with the compensation plan and the construction progress of the resettlement area is still slow.
The business proposed that the Provincial People's Committee direct the removal of obstacles, accelerate the progress of the resettlement area and carry out procedures for land allocation in the 2nd phase (for the 30.6ha area that has been compensated) so that construction can be deployed.

After listening to the opinions of businesses, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong requested Phong Chau Ward People's Committee to closely coordinate with the investor to focus on accelerating compensation and site clearance.
Strive to complete the handover of land phase 2 in July 2026. At the same time, urgently deploy the construction of the resettlement area, ensuring complete completion in December 2026.
The Chairman of the Provincial People's Committee noted that the province has prioritized allocating resettlement capital from the beginning of 2026, so the locality must act decisively and not delay.
On the business side, it is necessary to prepare resources to start the project right in August 2026 on the handed over area.
Investor delays payment to households
After grasping the direction of the Chairman of the Provincial People's Committee, Phong Chau Ward People's Committee organized a conference on the implementation of the Phu Ho industrial cluster construction project and related infrastructure projects.

According to the meeting conclusion notice, the area that has been approved for compensation and site clearance plans is 30.7/75ha (the area that has received compensation and handed over land is 24.1ha).
Project implementation still has some shortcomings and limitations such as: The progress of site clearance has basically not ensured the roadmap and plan set out; the coordination between departments, agencies, units and investors is not really effective.
In which, mainly stemming from the investor's delay in allocating funds to pay compensation and site clearance for households that have been approved.
Therefore, Phong Chau Ward People's Committee requests the investor to ensure the implementation of compensation funds and late payment funds to households before June 25, 2026.
At the same time, commit to ensuring continuous capital sources when implementing the project, not allowing interruptions or shortages of capital during the implementation process. This is an important basis for the Ward People's Committee to report the results and progress of project implementation to the Provincial People's Committee and relevant departments and agencies.

Phong Chau Ward People's Committee also requested the Phu Tho area branch of the land fund development center to coordinate with the investor to implement the payment of compensation and support money to ensure compliance with regulations.
At the same time, preside over and coordinate with departments and divisions of the Ward People's Committee to organize inventory, count, prepare and submit for approval compensation, support, and resettlement plans for the unimplemented area.
Focus on removing cases of slow inventory, not receiving compensation money, and not handing over land. Accelerate compensation, support, and site clearance work, and regularly report progress to the Ward People's Committee.
The Ward People's Committee also assigned the Economic - Infrastructure and Urban Department to proactively coordinate with the Phu Tho Regional Land Fund Development Center branch and the investor in compensation, support, and resettlement work.
Review and complete the dossier requesting the Provincial People's Committee to carry out procedures to hand over land to the investor for the clean site before July 31, 2026, to start the project in August 2026.
