The Ho Chi Minh City Department of Agriculture and Environment is seeking opinions on the draft decision on the land price adjustment coefficient (coefficient K) in Ho Chi Minh City, expected to be applied from July 1. This decision stipulates the land price adjustment coefficient in Ho Chi Minh City according to the provisions of Article 8 of Resolution No. 254/2025/QH15 of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law.
According to the draft, the K coefficient to adjust land prices for 168 wards, communes, and special zones in Ho Chi Minh City according to each route for 2 types of land including non-agricultural land and agricultural land.
Specifically, the market fluctuation level adjustment coefficient for commercial service land, non-agricultural production and business land that is not commercial service in the High-Tech Park specified in Clause 7, Article 6 of Resolution No. 87/2025/NQ-HDND dated December 26, 2025 is 1 time.
Meanwhile, the adjustment coefficient according to the plan for land types issued together with Resolution No. 87/2025/NQ-HĐND dated December 26, 2025 of the Ho Chi Minh City People's Council is regulated according to each land use coefficient.
For land plots with land use coefficients less than 4 times, the adjustment coefficient according to the plan is 1 time. For land plots with land use coefficients from 4 times to less than 5 times, the adjustment coefficient according to the plan is 1.1 times.
For land plots with land use coefficients from 5 times to less than 6 times, the adjustment coefficient according to the plan is 1.2 times. For land plots with land use coefficients from 6 times to less than 7 times, the adjustment coefficient according to the plan is 1.3 times.
According to the above principle, land plots with land use coefficients increase 1 time each step, the adjustment coefficient according to the plan increases 0.1 times.
Thus, based on the draft, the 3 roads with the highest residential land prices, Le Loi, Nguyen Hue, and Dong Khoi, will have a K coefficient of 1.39. On many roads in Ho Chi Minh City, the K coefficient applied to residential land is from 1 - 2.59 times.
Meanwhile, the K coefficient for agricultural land according to the draft ranges from 1 to 10.56 times. The K coefficient of agricultural land is highest in localities that are undergoing strong urbanization such as Nguyen Thi Tu and Tran Van Giau roads in Tan Vinh Loc commune with a K coefficient of up to 10.12 times or in Ho Tram commune with a K coefficient of up to 10.56 times.
In the Con Dao special zone, all non-agricultural land has a K coefficient of 2.21 times, while agricultural land has a K coefficient from more than 4 times to more than 8 times.
The K coefficient will be used to calculate land use fees and land rent when the State allocates land, leases land, allows land use purpose conversion, and recognizes land use rights. The K coefficient is also used to determine the starting price for auctioning land use rights; calculate taxes, fees, and charges related to land use; calculate administrative fines for violations in the field of land.
The K coefficient is also used to calculate the value of land use rights when equitizing state-owned enterprises in accordance with the law on equitization; exercising the rights and obligations of land users to the State; compensation when the State recovers land...
Many opinions believe that people currently buy agricultural land also at market prices, not according to the price in the land table. When changing purposes, they must pay an additional one-time fee at market prices, and if according to the current new regulations, they must multiply the K coefficient further, which is very high, no different from having to buy back their own land up to 3 times. Therefore, it is necessary to expand the subjects eligible for the policy of reducing land use fees for people who create agricultural land for the first time when converting to residential land to build houses and settle down.
Previously, regarding the issue of building a K coefficient, the Ho Chi Minh City Real Estate Association said that if only applying the land price of the land price list multiplied by a K coefficient, the land use fee at real estate projects to be paid is very high and unreasonable. Therefore, it is very necessary to build a K coefficient applied to each area, location, project (also known as K2) to apply to real estate projects, commercial housing, and urban areas.
