However, this conversion process is posing many practical challenges in traditional markets, as many traders in Da Nang are still concerned about switching from contract tax to electronic invoices, encountering problems in applying technology, handling inventory without invoices and documents.
Most of the people in the market and businesses have long-standing inventories, newly imported items but no longer have sales documents or documents proving their origin. Therefore, stores and markets have been closed.
Statistics show that the whole country has about 5.2 million business households, employing about 9 million workers, accounting for 37.5% of the total number of workers nationwide. This is an important force of the economy.
However, there are still millions of small business individuals who do not have a specific legal corridor to manage and properly assess the strength of this team. There are many cases where traders do not register business addresses and do not operate officially.

Recently, at the seminar "business households face the problem of counterfeit goods and tax compliance" organized by the Business and Integration Magazine (September 22), Mr. Bui Nguyen Anh Tuan - Deputy Director of the Department of Domestic Market Management and Development (Ministry of Industry and Trade) analyzed that in the context of building a legal framework, when building institutions for business households, it is necessary to refer to international trends and practices.
Regarding legal obligations, rights and responsibilities, there should be flexible adjustments to encourage business households to convert to legitimate enterprises, thereby enjoying great benefits and sustainable development.
Regarding market transparency, the Ministry of Industry and Trade and the Market Management Department are currently studying many comprehensive solutions, focusing on tracing the origin of goods, especially input goods.
In the coming time, the Ministry of Industry and Trade will continue to provide support mechanisms and policies, such as trade promotion, accompanying associations and business households to ensure compliance with current legal regulations.
At the same time, listen to and absorb policy comments from practice, to perfect appropriate and effective institutions.
Referring to this content, Dr. Vo Tri Thanh - Director of the Institute for Brand and Competition Strategy Research also affirmed that in the context of the shift from contract tax to electronic invoices, the biggest concern of business households is not compliance but the fear of having their revenue exposed and having their past collected.
According to experts, the State needs to be both fair in management and flexible in implementation. The State's public failure to recover damages is a necessary, reassuring message, helping businesses feel secure in making honest statements and gradually transparency their operations.
The principle of not collecting revenue is only truly effective when accompanied by a commitment to a stable, fair and easy-to-understand policy, so that the new tax policy will no longer be a burden but will become a tool to promote professionalization in business, contributing to the goal of having 2 million enterprises by 2030.
