More than 99.97% of customs public service dossiers are submitted online

From January 1 to August 2026, the Customs Department received 85,738,498 public service dossiers, of which 85,718,789 dossiers were made online.

According to information from the Customs Department, from January 1 to August 2026, this agency received 85,738,498 public service dossiers. Of which, 85,718,789 dossiers were received online, accounting for more than 99.97%; only 19,709 dossiers were received directly and through postal services.

The amount of online dossiers accounts for the majority in the context that the Customs sector is continuing to cut and simplify administrative procedures and gradually shift processing stages to the electronic environment.

The Customs Department said that, implementing the plan to cut and simplify according to Decision No. 1848/QD-TTg of the Prime Minister, this agency has cut and simplified 35/39 administrative procedures in the plan and implemented 13 more procedures, reaching 123.1% of the plan.

Regarding business conditions, the Customs Department has adjusted the plan to cut 16 business conditions to include in the Government's Resolution, reaching 100% of the target.

The Customs authority has also amended and supplemented 12 administrative procedures and abolished 8 procedures. Specifically, in Decree No. 273/2026/ND-CP dated July 7, 2026 of the Government on duty-free goods business, 6 procedures were abolished and 10 procedures were simplified.

In parallel with the reduction of procedures, some stages in the customs procedure process are being transferred to processing on digital platforms.

The Customs Department said that the VNACCS/VCIS system and satellite systems are currently operating 24/7 to serve customs clearance activities.

This agency is preparing an information technology system and technical infrastructure to pilot the authentication of customs declarants when carrying out procedures for small value goods. The authentication is carried out through the connection of the national population database system, VNeID with the system of the Customs authority.

The Customs Department also deploys the project to expand the National Single Window Portal and connect the ASEAN Single Window Mechanism phase 3.

To date, the system has completed the connection of 1 administrative procedure of the Ministry of Home Affairs. The Customs Department has also programmed 9 procedures of the Ministry of Science and Technology, 2 procedures of the State Bank of Vietnam, 2 procedures of the Ministry of Culture, Sports and Tourism, 7 procedures of the Ministry of National Defense, 21 procedures of the Ministry of Industry and Trade, 11 procedures of the Ministry of Health, 38 procedures of the Ministry of Agriculture and Environment and 34 procedures of the Ministry of Construction.

The function of exchanging C/O form D information with ASEAN is being implemented in a testing and verification environment with the Ministry of Industry and Trade and ASEAN countries.

In September 2026, one of the tasks set by the Customs Department is to continue to implement plans to cut and simplify administrative procedures, and at the same time deploy an information technology system to implement Digital Customs and pilot customs declaration verification for small value goods through VNeID.
