Cancellation of decision approving Moc Chau waste-to-energy plant project

Son La - The Provincial People's Committee has canceled the decision approving information on the Moc Chau waste-to-energy project to adjust the plan.

On July 17, according to PV's investigation, the Chairman of Son La Provincial People's Committee signed Decision No. 176/QD-UBND to cancel Decision No. 1329/QD-UBND (June 3, 2026) on approving project information and progress monitoring tables to select investors to implement the Moc Chau Waste Treatment and Waste-to-Energy Development Plant project.

According to Son La Provincial People's Committee, the cancellation was carried out based on the proposal of Moc Chau Ward People's Committee to stop and adjust the project planning location.

This move aims to review and adjust the planning orientation in a direction that is more suitable to the requirements of socio-economic development, environmental protection and tourism development orientation of the locality.

The adjustment also aims to ensure harmony between the goal of waste treatment and preserving tourism development space in the Moc Chau area.

The decision is issued based on the provisions of the Law on Organization of Local Government, the Law on Environmental Protection, the Land Law, the Investment Law, the Bidding Law and guiding decrees for implementation and Resolution No. 582/NQ-HDND dated November 21, 2025 of the Son La Provincial People's Council.

According to the decision, the Project Management Board for Investment and Construction of Civil, Industrial and Urban Development Works of Son La province is responsible for terminating the investor selection procedures for the project in La Nga 2 residential group, Moc Chau ward.

The Department of Finance is assigned to notify in writing organizations, individuals and investors who have expressed interest or submitted dossiers about project cancellation.

At the same time, preside over and coordinate with Moc Chau Ward People's Committee to advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and adjustment, removing the project from the list of land plots for bidding to select investors.

In addition, the Department of Industry and Trade presides over and coordinates with departments, branches and Moc Chau Ward People's Committee to survey and propose new locations to implement the project, as a basis for implementing investment procedures according to regulations.
