More than 61,000 notices of temporary suspension of exit, recovering nearly VND5,000 billion
According to information from the Tax Department, statistics to date show that tax authorities at all levels have issued more than 61,000 notices of temporary suspension of exit with a total tax debt of over VND 83,000 billion. Of which, the group of taxpayers alone who have abandoned business addresses accounts for more than 36,000 cases, with a debt of nearly VND13,407 billion.
From applying the measure of temporarily suspending exit, the tax authority has recovered nearly VND5,000 billion for the state budget. Notably, the group of taxpayers who abandoned their business addresses returned 256 billion VND after receiving the notice.
This measure is implemented on the basis of the provisions of the 2019 Tax Administration Law, with the goal of tightening legal discipline in the tax field, while creating conditions for taxpayers to promptly fulfill their obligations, avoiding problems related to immigration procedures.
Digital transformation of processes, processing tax and exit data in real time
practical implementation shows that the form of notification of temporary suspension of exit in traditional documents, delivered directly or via post has revealed many shortcomings such as time delays, high costs, lack of data synchronization and causing difficulties for both management agencies and taxpayers.
In order to overcome these limitations, the Tax Department has coordinated with the Immigration Department (Ministry of Public Security) to deploy a Big Data connection solution and develop a Regulation on coordination in electronic information exchange.
After 3 technical pilot rounds, the two agencies have agreed on a data transmission plan, a security mechanism and a professional handling process. By early May 2025, the entire electronic infrastructure was ready to operate, allowing updates on tax status of taxpayers almost immediately upon performance of obligations.
Promoting compliance with the law and increasing sustainable budget revenue
According to Mr. Pham Quang Toan - Head of Digital Transformation Department (Tax Department), connecting data between tax authorities and immigration authorities will help remove "bottlenecks" in management work, creating conditions for taxpayers to quickly release temporary exit suspension orders after paying their tax obligations.
For society, this mechanism contributes to forming a modern, transparent and responsible administration, increasing deterrence against tax evasion, promoting a culture of compliance and creating a fair business environment.
