Urgently respond to storm No. 11

The Customs Department (Ministry of Finance) has just issued a telegram requesting affiliated units to proactively deploy plans to prevent, combat and respond to storm No. 11 (storm Matmo).

According to the content of the dispatch, based on the storm forecast bulletin near the East Sea (storm Matmo) issued by the National Center for Hydro-Meteorological Forecasting (Department of Hydro-Meteorology) at 08:00 on October 3, 2025, storm No. 11 (storm Matmo) is moving northwest, with strong intensity, expected to directly affect the North East Sea and coastal provinces of the North and North Central regions in the coming days.

This is a complex storm with a wide range of impacts, which can cause great damage to people and property if not proactively responded.

To promptly prevent, combat and minimize damage caused by storms, the Customs Department requires heads of units to urgently deploy a number of tasks.

First, closely monitor the developments of the storm; regularly update forecasts and warnings from the National Center for Hydro-Meteorological Forecasting, the Prime Minister's Official Dispatch (if any) and the Steering Committee for Natural Disaster Prevention and Control. Be proactive in forecasting the situation; based on the characteristics of the local base, immediately deploy plans and solutions to ensure good security and order with the highest spirit and responsibility to promptly respond, not to be passive or surprised.

Second, focus on storm and flood prevention; urgently and synchronously deploy measures to respond to unusual developments of storms and floods; deploy "4 on-site" plans (including: On-site Command; On-site Forces; On-site Vehicles, Supplies and On-site Logistics); proactively coordinate with local departments in storm prevention, rescue and relief; minimize damage to people and property caused by storms and floods.

Third, immediately deploy measures to ensure the safety of offices, warehouses, ships and other works; have plans to ensure the safety of machinery, equipment, working means and goods; require units to prepare and send ships to evacuate to ensure safety.

Fourth, comply with the instructions of the Provincial People's Committee and the local Civil Defense Command; instruct cadres, civil servants and public employees of the unit to prepare to ensure coping with rain, storms and floods caused by key areas at risk of long-term isolation.

The leaders of the Customs Department also requested that leaders and officers be assigned to be on duty seriously 24/24 hours; promptly report to the Customs Department on the situation of flood and storm prevention and control and the damage caused by storms and floods.
