On October 5, Mr. Nguyen Hung Nam - Vice Chairman of Hung Yen Provincial People's Committee - inspected the work of preventing and fighting storm No. 11 in a number of localities. Also participating were leaders of Military Region 3, departments, branches and local governments.
The working group inspected the Trieu Duong Pumping Station (Tien Lu Commune) managed by the Provincial Irrigation Works Exploitation Company Limited; some key dyke points on the right dike of Luoc (Tien Lu Commune), left Hong Ha (Long Hung Commune) and right Tra Ly (Thu Tri Commune).
The Vice Chairman of the Provincial People's Committee requested localities and units to seriously implement the telegram and directives of the Central and the province on responding to storm MATMO and overcoming the consequences of storm No. 10; absolutely not be subjective in the face of complicated developments of storms and prolonged heavy rain.

The Department of Agriculture and Environment is assigned to preside over the review of the entire system of dams and wharves, ensuring operations in accordance with regulations; synthesize and report vulnerable points for timely investment and reinforcement. Localities need to launch a movement to build a model dike, both meeting flood prevention requirements and creating a clean and beautiful landscape, contributing to the development of eco-tourism. At the same time, resolutely dismantle temporary works and concrete mixing stations outside the dike, strictly handle violations of the dike.
The Vice Chairman of the Provincial People's Committee also requested the dyke guard force to maintain a regular number of soldiers, regularly inspect and patrol vulnerable locations, and promptly report when detecting incidents. People absolutely do not operate outside the riverbank when there is a flood warning.
On the same day, Major General To Thanh Quyet - Deputy Commander of Military Region 3 and Vice Chairman of the Provincial People's Committee Nguyen Hung Nam directed the Provincial Military Command to coordinate with the People's Committees of coastal communes and related forces to strictly implement the ban on the sea; temporarily suspend all fishing, aquaculture, exploitation and transportation activities in river mouths and coastal areas.

The authorities have increased inspection and kept in touch with ships that have entered safe shelters, arranged anchorages appropriately, and prevented collisions and sinking. At the same time, proactively evacuate people and property from low-lying areas, along rivers and coastal areas; close border gates when there are strong winds.
The Provincial Military Command strictly maintains the duty regime, is ready to mobilize militia, self-defense, and reserve forces to coordinate with the police and the army to support people in responding to, rescuing, and overcoming the consequences of natural disasters.
In the immediate future, the armed forces and local authorities will help people harvest rice and crops to minimize the damage caused by storm No. 11.
