According to the decision, Cam Ranh Port Joint Stock Company (representative of the joint venture Vietnam Oil Corporation - JSC and Cam Ranh Port Joint Stock Company) is allowed to lease 19,930.3m2 of land in Cam Linh ward.
In which, there are 18,136.76m2 of sea encroachment area, to implement the project. The type of land used is land for energy projects.
The form of land lease is annual payment, not through auction of land use rights or bidding to select investors, according to the provisions of the 2024 Land Law. The land use term is until October 24, 2044, the land use term in the sea area is 10 months from the date of signing the decision.
The entire land area is exempt from rent during the basic construction period of 23 months and continues to be exempted for another 7 years because the project is located in an area with difficult socio-economic conditions.
For the sea area, investors are not required to pay land use fees for sea encroachment activities according to current regulations.
Khanh Hoa Provincial People's Committee assigned the Department of Agriculture and Environment to determine the specific land price to calculate the land rent payable, and at the same time implement relevant steps according to regulations.
Cam Linh Ward People's Committee is responsible for regularly inspecting, promptly detecting, preventing and handling cases of illegal land use rights transfer, land use for wrong purposes or construction of works on encroached and occupied land.
The Ba Ngoi headwater gasoline and oil storage project combined with aviation fuel has a total investment of more than 150 billion VND, including two items. In which, the sea encroachment part has an area of about 19,929m2, including 18,196m2 of sea leveling and 1,733m2 of non-sea leveling.
The second item is a gasoline and oil storage area on an area of about 2ha, with an expected capacity of 13,500 - 15,000m3, a maximum construction scale of 12,000m2, and a height of 1-2 floors. The project is expected to be completed in September 2026.
The project is expected to become a source warehouse for supplying gasoline and aviation fuel to the region, especially serving Cam Ranh airport.
