The 35-year journey of construction and development
On April 1, 1990, the KBNN was re-established on the basis of inheriting from Nha Ngan Kho Quoc National in the context of the country having just overcome difficulties in the period of subsidy and embargo. In the early days, the KBNN system only had modest facilities, manual professional processes and limited resources. However, with the assigned responsibility and determination, generations of KBNN staff have overcome challenges, laying the foundation for an increasingly modern and professional system.
Through development stages, from stabilizing operations, strengthening functions to modernization, the KBNN has established its role as a powerful tool to help the Government implement fiscal policies, control funds and manage financial markets. Outstanding achievements such as the implementation of the TABMIS Project, the TCS tax collection coordination system and especially the Online Public Service system with a satisfaction level of up to 99.93% in 2024 have demonstrated the strong development of the KBNN.
With important contributions, the State Audit Office and individuals in the system have been awarded many noble awards by the Party and State such as the Ho Chi Minh Medal, the Independence Medal and the title of Labor Hero of the renovation period. This is a source of great pride and encouragement for generations of KBNN civil servants to continue to contribute.
Streamlining the apparatus
Entering 2025, the State Bank of Vietnam will carry out a revolution of streamlining the apparatus in the context of the country promoting administrative reform. The KBNN system has been converted from a three-level to a two-level model, including the Central KBNN and the regional KBNN in localities. This is not only an organizational change but also an important solution to increase operational efficiency and save resources.
The restructuring process has brought impressive results: 465 units have been cut, accounting for over half of the total number of units, helping to reduce the bulky apparatus. At the central level, from 14 units, the KBNN has been streamlined to 10 units. In the locality, 63 provincial-level KBNN are arranged into 20 areas, each area only retains a maximum of 10 advisory offices and 350 transaction offices.
Streamlining the apparatus is also associated with improving the capacity of the staff. The human resources system of the State Bank has been reviewed and restructured towards professionalism, efficiency and good meeting the requirements of the new period. This is a drastic step to maintain effective operations and create a premise for sustainable development in the future.
Towards the digital age and operational efficiency
Not stopping at streamlining the apparatus, KBNN continues to promote digital transformation and modernization. With a vision to 2030, the KBNN aims to build a modern, transparent and efficient "Digital Treasury". Automated business processes, application of advanced technology help reduce time, costs and increase customer satisfaction.
The Online Public Service System is a typical example of digital transformation efforts. In 2024, the satisfaction of people and businesses when using this service will reach 99.93%. In addition, the State Bank continues to play an important role in implementing fiscal policies, controlling national funds and effectively managing public financial resources.
Reforms in treasury management, state accounting and budget capital payment not only contribute to improving budget efficiency but also ensure transparency and financial discipline. At the same time, the KBNN also focuses on building a professional culture based on core values such as self-respect, discipline, honesty and responsibility.
