Official dispatch No. 1767/BTC-TCCB issued in 2025 by the Ministry of Finance clearly stipulates the principles of resolving policies and regimes for early retirement, including the content: "Not resolving early retirement for cases with 2 consecutive years of quality classified as not completing tasks".
This is a new point applied in the process of restructuring the apparatus, streamlining the payroll, and implementing according to Decree 178/2024/ND-CP.
The subjects not considered for early retirement include:
Women who are pregnant, on maternity leave, or raising children under 36 months old (except for voluntary cases).
People who are under disciplinary review, criminal prosecution or being inspected or checked have signs of violations.
People with 2 consecutive years of quality classification do not complete their tasks.
The Ministry of Finance also requires affiliated units to plan the implementation of early retirement policies according to the correct form, send them to the Department of Organization and Personnel and the Department of Planning and Finance for synthesis and monitoring.
According to Decree 178, early retirement only applies to civil servants, public employees, and workers who are qualified and have a voluntary application. At the same time, the policy review period shall not exceed 12 months from the effective date of the organizational arrangement document.
This policy is considered to contribute to improving public service discipline, ensuring that only capable individuals who have completed their tasks will be considered for early retirement benefits during the process of streamlining the apparatus.
