Youme Law Firm LLC said that according to Article 3 of Decree 178/2024/ND-CP, the principles for implementing policies and regimes for early retirement and early retirement are as follows:

- Ensure timely and complete payment of policies and regimes according to the provisions of law; correct and effective use of the state budget.
- Each agency, organization and unit must review and assess the overall cadres, civil servants, officials and workers' and objective workers on the basis of assessing the quality, capacity, implementation results and the level of completion of tasks as required by the job position of officials, public servants, public employees and workers; On that basis, arranging, streamlining payroll and implementing policies and regimes for officials, public servants, officials and employees.
- The collective leadership of Party committees, authorities and heads of agencies, organizations and units are responsible for evaluating, screening and selecting subjects for resignation in conjunction with restructuring and improving the quality of the team of cadres, civil servants and public employees under their management so that the agency, organization or unit can operate effectively, efficiently and efficiently.
- A subject eligible for many policies and regimes stipulated in different documents will only enjoy one policy and the highest regime.
- Ministries, departments, branches at the central level and agencies, organizations, and units at the provincial level must send about 5% of civil servants and public employees in the payroll of agencies, organizations, and units to work at the grassroots level.
