On August 19, the State Audit (SA) coordinated with the Ministry of Foreign Affairs to announce the decision to audit the management and use of public finance, public assets and the 2024 Budget settlement report; the management, use, rearrangement and handling of houses and land according to Decree No. 167/2017/ND-CP of the Government regulating the rearrangement and handling of public assets (Decree 167) and Decree No. 67/2021/ND-CP of the Government amending and supplementing a number of articles of Decree 167 (Decree 67) at the Ministry.
Ms. Nguyen Thi Hai Yen - Head of the Department, State Audit Office, Sector II, Head of the audit team - said that the audit's goal is to confirm the truthfulness and reasonableness of financial information and data; financial reports and budget settlement reports of audited units; assess compliance with the law, economicity, effectiveness and efficiency in the management and use of public finance and public assets; assess the management, use, rearrangement and handling of houses and land according to Decree 167 and Decree 67; recommend competent authorities to complete inadequate mechanisms and policies; promptly detect violations and acts of corruption, waste and negativity; determine the responsibility of collectives and individuals and recommend handling according to the provisions of law.
Auditing the management and use of public finance, public assets and budget settlement reports in 2024 includes the preparation, allocation, assignment, and implementation of estimates; management and use of budget revenue and expenditure and public assets; collection activities; compliance with laws, policies, financial management regimes - accounting, construction investment management of the State; preparation of budget settlement reports according to regulations.
Auditing the management, use, rearrangement and handling of houses and land according to Decree No. 167 and Decree 67, the development of plans for rearrangement and handling of houses and land; the organization and implementation of approved plans for rearrangement and handling of houses and land; compliance with relevant laws in management, use, rearrangement and handling of houses and land.
The scope of the audit includes auditing the management and use of public finance, public assets and budget settlement reports for 2024, financial year 2024 and related periods before and after the audited units.
Audit the management, use, rearrangement and handling of houses and land according to Decree 167 and Decree 67 for the period 2018-2024 and related previous periods of the audited units.
At the Conference, Deputy Minister of Foreign Affairs Nguyen Minh Hang said that through the audits of the State Audit Office, the Ministry has had the opportunity to view and re-evaluate the overall implementation of work, clearly identify good aspects, difficulties and problems due to institutions, as well as issues that need to be overcome to improve the management of public finance and assets.

The Ministry of Foreign Affairs expects the State Audit to make appropriate recommendations and proposals related to the mechanism and policies on headquarters of representative agencies abroad. The opinions and recommendations of the State Audit will be an important basis for the Ministry to recommend the National Assembly and the Government to develop specific policies, ensure effectiveness, and at the same time contribute to the development of the country's image, commensurate with Vietnam's position in the period of extensive international integration - Deputy Minister of Foreign Affairs Nguyen Thi Hang stated.
Also on August 19, the State Audit Office and the Ministry of Agriculture and Environment announced the Decision on auditing the management and use of public finance and public assets in 2024; the management, use, rearrangement and handling of houses and land according to Decree 167 and Decree 67 at the Ministry of Agriculture and Environment.
