The Department of Management, Accounting and Auditing Supervision is a unit under the Ministry of Finance, performing the function of advising and assisting the Minister of Finance in state management of accounting and auditing. This agency is responsible for directly managing and supervising compliance with accounting and auditing standards and related legal regulations nationwide.
As a legal unit, the Department of Management and Supervision of Accounting and Auditing has its own seal, and is allowed to open an account at the State Treasury and banks according to the provisions of law.
Organizing structure includes 5 functional rooms
The Department of Management and Supervision of Accounting and Auditing is organized into 5 departments, including: Office; Department of Management and Supervision of Corporate Accounting; Department of State Accounting Management and Supervision; Department of Management and Supervision of Auditing; Department of Inspection and Inspection.
The specific tasks of each department are prescribed by the Director of the Department of Management, Supervision, Accounting and Auditing. The Department operates under a model of combining department organization and specialist regime. In which, the Director assigns tasks to civil servants in accordance with the title, standards and professional capacity to ensure work efficiency.
The staffing of the Department is decided by the Minister of Finance on the basis of the requirements and tasks of state management of accounting and auditing.
Duties and powers
The Department of Management, Accounting Supervision and Auditing is responsible for submitting to the Minister of Finance for promulgation or submitting to competent authorities for promulgation legal documents on accounting and auditing. The proposed contents include principles, standards, regimes, policies for accounting and auditing activities, as well as development strategies for the industry.
The Department is also responsible for proposing standards and conditions for positions in the fields of accounting and auditing, such as: accountant, practicing accountant, chief accountant, auditor, practicing auditor. In addition, this unit also advised the Minister of Finance on regulations for enterprises providing accounting, auditing services, and branches of foreign auditing enterprises in Vietnam.
In addition to promulgating and guiding the implementation of the accounting system applicable to specific socio-economic fields, the Department also has the task of organizing the issuance, re-issuance, adjustment, suspension and revocation of certificates of eligibility for accounting and auditing services. At the same time, this agency also manages the practice of accountants, auditors and businesses providing accounting and auditing services according to the law.
The Department of Management and Supervision of Accounting and Auditing is responsible for inspecting and supervising the activities of organizations and units in complying with legal regulations on accounting and auditing. Management work includes inspection of accounting units, enterprises providing accounting services, independent auditing, as well as professional associations in this field.
With the role of consulting and supervising, the Department of Accounting and Auditing Management and Supervision holds an important position in ensuring the transparency, accuracy and compliance with the law of the accounting and auditing system in Vietnam.
