This image is different from the desolate scene nearly a month ago when many businesses closed for fear that the interdisciplinary team would check the origin of the goods.

When asked about the implementation of electronic invoices, Mr. Nguyen Duy Phong (born in 1977) is a grocery store selling plastic, porcelain, etc. at Ha Tinh city market and said that he is not eligible for electronic invoices according to the provisions of Decree 70 of 2025 of the Government on invoices and documents because of low revenue, under 1 billion VND/year.
Mr. Phong said that his family's average income each year is only about 500 million VND.
Ms. Duong Thi Nga (62 years old), an elderly business owner in Ha Tinh city market, said that recently, tax officials promoting and mobilizing the implementation of electronic invoices, her family hired an accountant to support the making of electronic invoices at a cost of 1.5 million VND/month.
"I am old, not familiar with the pressure load on a smartphone, so I cannot make electronic invoices via phone, so I have to hire an assistant accountant. We comply with state regulations but also want to be supported with tax reduction for older business households like me," Ms. Nga shared.
Some other traders when asked also said that they felt confused and had difficulty making electronic invoices. However, according to the State's regulations on invoices and documents, they must comply, so they should ask an accountant who is knowledgeable and understands the invoices to help implement electronic invoices. And they believe that they will gradually get used to it and do it normally.
Mr. Nguyen Thang Long - Head of Ha Tinh City Market Management Board - said that Ha Tinh City Market has a total of 1,800 stalls with 1,200 business households. According to information from the tax authority that he has, through reviewing this entire market, there are 71 business households that are eligible to issue electronic invoices. To date, many households have implemented electronic invoices.
According to Mr. Long, in recent times, business activities at Ha Tinh city market have encountered many difficulties, especially with clothing stalls where the products for business do not ensure the label and origin of the goods. Therefore, 170 stalls in the market have stopped selling and closed.

Recently, the authorities have stepped up propaganda and clarified the State's general policy on combating counterfeit goods and goods of unknown origin so that traders can seriously implement them. In addition, the tax authority has stepped up propaganda and mobilized business households that are eligible to issue electronic invoices.
The tax officer invited households to the tax office to listen to this new regulation. Tax officials have repeatedly gone directly to the business counters of small traders to propagate, mobilize, and remind them to implement electronic invoices.
As a result, many households have implemented it and are in the process of implementing electronic invoices. Other business households have also been reviewing their business items, only trading products that meet regulations.
"It is very difficult, but this is a task that the assigned agency must resolutely carry out, must achieve high results, so we have been continuing to promote propaganda, mobilization, and reminders to increase the number of business households implementing electronic invoices in accordance with the regulations of the Government and the State" - a tax officer shared.
