Tax authorities warn of risks from the situation of two books
At the Workshop "Tax management according to cash flow: Safe business, transparent tax" organized by the Tax Department in coordination with relevant units on May 20, 2026, representatives of the Tax Department said that the situation of creating "two books" to hide revenue and evade taxes has existed for many years. According to tax authorities, the act of intentionally creating two systems of books, signing "two-price" contracts or declaring lower than reality all pose great legal risks for both sellers and buyers.
Representatives of the Tax Department emphasized the need to distinguish between common declaration errors and intentional tax evasion. Cases of intentionally preparing separate books to monitor actual revenue or signing real estate contracts recording low prices to reduce taxes may be considered for responsibility related to tax evasion.
Meanwhile, Ms. Nguyen Thi Cuc - Chairwoman of the Vietnam Tax Consultants Association said that it is necessary to create trust for business households to be transparent about cash flow and declare revenue correctly. Gold and silver prices fall sharply, stores are sparse, customers mainly look to buy
