On September 22, according to information from the People's Committee of Lang Son province, the province agreed with the proposal of the Dong Dang - Lang Son Border Gate Economic Zone Management Board on stopping the Coc Nam Border Gate Inspection House project implemented by Thang Long Investment Joint Stock Company.
Coc Nam border gate inspection house was invested and put into operation in 2010. The project once supported import and export activities in the context that the system of wharves and yards in the border gate area had not been synchronously invested.
However, the volume of transport vehicles, especially container trucks, is increasing. The organization of transshipment at inspection houses located in the middle of internal traffic routes has affected travel, landscape and operating space in the border gate area.
According to Decision No. 845/QD-UBND dated May 9, 2017 of Lang Son Provincial People's Committee on adjusting the detailed construction plan of Coc Nam border gate area, the location of the Procuracy House is oriented to be converted into a parking lot serving the border gate.
By 2025, this area will be identified as defense land in the land use plan to 2030.
After actual inspection, provincial leaders determined that continuing to maintain the Procuracy at the current location is no longer suitable for the requirements of organizing and developing the border gate area according to the plan.
The suspension of the project and land acquisition are considered necessary to reorganize the space, traffic and invest in completing infrastructure; and at the same time contribute to ensuring traffic safety, landscape and efficiency of exploitation of the Coc Nam customs clearance area.
The Management Board of Dong Dang - Lang Son Border Gate Economic Zone is assigned to preside over and coordinate with relevant agencies and Thang Long Investment Joint Stock Company to fully implement the order and procedures for stopping and terminating project operations according to regulations.
Businesses must dismantle and relocate works and assets within the project area and return the site to the State according to the plan agreed upon by competent authorities. The handling process must ensure the legitimate rights and interests of the State as well as businesses.
During the time of carrying out procedures and reorganizing the ground, the Provincial Border Guard Command, Sub-Department of Customs Region VI and related units will develop a plan to regulate vehicles.
The Provincial People's Committee requests to maintain stable import and export activities, not to let congestion, insecurity, and disorder occur in the Coc Nam border gate area.
