Vice Chairman of Hanoi People's Committee Nguyen Xuan Luu has just signed and issued Decision No. 02/QD-BCD dated November 27, 2025 on assigning tasks to members of the Steering Committee for the implementation of "Converting tax models and methods for business households when eliminating corporate income tax" in the city.
According to the Decision, Mr. Nguyen Xuan Luu, Vice Chairman of the Hanoi People's Committee - Head of the Steering Committee, is responsible for leading and managing common activities; assigning tasks to members; chairing and concluding meetings; and at the same time being responsible for directing, coordinating, inspecting and urging implementation.
Mr. Vu Manh Cuong, Head of the Hanoi Tax Department - Deputy Head of the Committee, on behalf of the Head of the Executive Committee and chaired meetings according to assignments and authorizations; and was in charge of a number of key tasks.
The Deputy Head of the Board of Directors advised the City People's Committee to implement "Converting tax management models and methods for business households when eliminating contract tax"; specifying the roadmap to ensure that by January 1, 2026, all taxable business households and individuals will declare and pay taxes according to the self-declaration - self-payment method.
In addition, strengthen the implementation of support solutions for households and individuals to do business to access and transform conveniently; organize "hand-on-hand work" programs, digital skills instructions, use the Etax Mobile application, electronic tax services, invoice and accounting software; arrange support tables at markets and shopping streets;
At the same time, call on technology enterprises in the area to support free or discount sales software, electronic invoices, digital signatures... to facilitate the conversion process.
The Steering Committee also requires promoting connection, sharing, and information exploitation to form an integrated database to serve household and individual business management; coordinate with relevant departments, branches, and agencies to standardize and update data regularly, ensuring synchronization with national databases on population, business registration, land, invoices, bank accounts, and other specialized systems.
The members of the Steering Committee shall perform tasks according to the functions, powers and assignments of the Head of the Steering Committee; be responsible to the Steering Committee for assigned tasks.
