Lao Cai ensures supply, deploys E10 bio-gasoline on schedule

Lao Cai - The province has synchronously deployed E10 bio-gasoline throughout the province, the gasoline and oil market is basically stable after two months of implementation.

On August 1st, information from the Lao Cai Provincial Department of Industry and Trade said that the implementation of the roadmap for trading E10 bio-gasoline in the area basically achieved the set goals, the distribution system was maintained stably, contributing to promoting the use of clean energy according to the Government's policy.

According to the Department of Industry and Trade, immediately after Circular No. 50 of the Ministry of Industry and Trade took effect, the unit coordinated with departments, branches, localities and gasoline and oil businesses to synchronously implement many solutions to bring E10 gasoline into business.

Businesses are required to fully prepare technical infrastructure, goods sources, strictly implement price declaration and listing, and prevent speculation, hoarding, or supply disruption.

From June 15, 2026, 100% of gasoline retail stores in the province have been trading E5 gasoline and E10 RON92 gasoline according to the roadmap of the Ministry of Industry and Trade.

Currently, the whole province has 224 gasoline and oil retail stores, of which 217 stores are operating belonging to 97 businesses.

There are 4 stores whose certificates were revoked due to business suspension for more than 30 days as prescribed and 3 stores temporarily suspended sales from July 30 due to lack of supply, and will resume operations when goods are replenished.

The Department of Industry and Trade said that in the period from June 1 to July 31, 2026, the Market Management force has strengthened inspection and supervision of gasoline and oil business activities in the area but has not detected cases of speculation, hoarding goods, unreasonable price increases or stopping sales without legitimate reasons.

Businesses basically maintain stable operations, meeting the production, business and travel needs of people.

However, the implementation still faces some difficulties. The consumption output of E10 gasoline is even lower than RON95 gasoline due to people's usage habits.

In addition, fluctuations in the world gasoline and oil market at the end of June and early July have affected domestic supply, causing local shortages at some times.

According to the Department of Industry and Trade, Lao Cai currently only has one gasoline and oil distributor, which is Chien Thang Yen Bai Petroleum Co., Ltd. Taking goods from distant warehouses, prolonged transportation time and low discount rates have affected supply capacity.

Many retailers also reflected that at times the discount rate was 0 VND while operating costs were still high.

In the coming time, the Department of Industry and Trade will continue to closely monitor market developments, direct businesses to ensure supply in all situations, and at the same time strengthen gasoline and oil quality inspection, and promote propaganda about the benefits of E10 bio-gasoline.

The province also proposed that the Ministry of Industry and Trade continue to direct key enterprises to ensure stable supply and study appropriate discount mechanisms to maintain the operation of the gasoline and oil retail system.
