Lao Cai Provincial People's Committee has just issued a Plan to implement Resolution No. 34 of the Provincial Party Committee on developing industrial parks (IPs) and clusters (CCNs) in the province in 2026, with many specific goals, towards sustainable growth, synchronous infrastructure and environmental friendliness.
According to the plan, functional agencies focus on completing technical infrastructure such as transportation, electricity, water supply and drainage, telecommunications and fire prevention and fighting in industrial parks invested from the state budget, in order to create a foundation to attract secondary investors.

For CCNs, local authorities play a leading role in completing infrastructure, and at the same time coordinate with departments, branches and investors to carry out site clearance for the remaining area.
Lao Cai sets a target to establish over 500ha of new zones and ICs. In parallel, complete at least 500ha of clean land to attract secondary investors. Site clearance work is assigned to the commune-level People's Committee to preside over and coordinate with relevant units and infrastructure investors.
Notably, Lao Cai province will relocate Dong Pho Moi Industrial Park and two industrial clusters Dong Pho Moi and Son Man to serve the Lao Cai - Hai Phong railway project.
The relocation of production facilities is expected to be completed in the fourth quarter of 2026 according to current planning and regulations.

In addition, Lao Cai is implementing a project to convert Tang Loong IP to an ecological industrial park model. The conversion is linked to the roadmap for relocating more than 400 households and developing a price plan for infrastructure operation services, expected to be completed in 2026.
In the field of environment, the province sets a target of 100% of industrial parks having centralized wastewater treatment systems that meet standards by 2026. At the same time, at least 30% of businesses in zones and industrial clusters will be supported in applying high technology and digital transformation, contributing to improving productivity and competitiveness.
The implementation of the plan is expected to create new momentum for industrial development in Lao Cai, while ensuring harmony between economic growth and environmental protection and stabilizing people's lives.
