On July 2nd, Chairman of Lao Cai Provincial People's Committee Nguyen Tuan Anh chaired a working session with Bao Lai Investment Joint Stock Company to hear a report proposing the implementation of the High-Tech Cow Breeding Center project combined with a feed processing plant and a wine production plant in Yen Binh commune.
According to the enterprise's proposal, the project has a scale of 363ha, with a total investment of about 588 billion VND, developed according to a high-tech agricultural model associated with the circular economy.
The project includes a high-tech breeding cow production center, a feed processing plant, a wine production plant, a research - training center and a concentrated raw material area.
The goal of the project is to research and breed high-quality beef cattle breeds suitable for the climate and soil conditions of each region in Vietnam; produce 60,000 - 90,000 embryos per year, successfully transplant 35,000 - 50,000 high-quality breeds to serve the restructuring of the cattle industry in the Northern region.
In addition, the animal feed processing plant has a capacity of 50,000 - 60,000 tons/year, meeting the needs of about 15,000 beef cattle or 30,000 breeding cattle. The alcohol production plant is expected to reach a capacity of 2 million liters per year.
If implemented, the project is expected to create direct jobs for about 350 workers, link with about 1,000 local livestock households and contribute from 40 - 60 billion VND to the provincial budget each year.
At the same time, the project contributes to taking advantage of agricultural by-products, improving the value of the production chain and developing the circular economy.
At the working session, leaders of departments, branches and localities exchanged views on the feasibility of the project, land use planning, investment procedures, environmental protection and necessary conditions for implementation.

Concluding the working session, Mr. Nguyen Tuan Anh highly appreciated the proposal of Bao Lai Investment Joint Stock Company, saying that this is a project of significance in exploiting local potential, creating jobs and contributing to the province's economic growth goals.
The Chairman of Lao Cai Provincial People's Committee assigned the Department of Construction to review the land fund, ensuring compliance with planning; the Department of Agriculture and Environment to guide businesses to complete land procedures according to regulations.
Relevant departments and sectors are required to implement according to the motto "maximum support, simplified procedures", and at the same time simultaneously implement procedures on environment, fire prevention and fighting and project impact assessment to shorten preparation time.
Businesses are also required to soon complete detailed reports on technology, environmental protection plans, implementation progress commitments and linkage plans, and product consumption for local people.
Regarding recommendations related to removing obstacles for other projects being implemented by Bao Lai Investment Joint Stock Company, the Chairman of Lao Cai Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant units to review the legal basis and advise on handling directions in accordance with regulations.
