Hanoi Tax City has just announced a list of 89 taxpayers with tax debts and other revenues in the state budget up to the time of book closure on September 30, 2025 with a total of nearly 453.5 billion VND. The enterprises at the top of the list mainly operate in the real estate and construction sectors and all have long debt periods.
The enterprise with the largest debt is My Son Import-Export Investment Joint Stock Company (address: No. 62, Nguyen Huy Tuong Street, Thanh Xuan Ward) with nearly 185 billion VND. Most of the debts recorded are land use fees.
This is a business that developed the My Son Tower project at the same address. The project has been associated with many violations in construction and has been on the list of tax debts of the Hanoi tax authority for many years.
Second place is Hai Binh Joint Stock Company (Habico) at 288 Pham Van Dong, Xuan Dinh Ward with a debt of nearly 83 billion VND. The enterprise is known for the Habico Tower project, implemented since 2008 on a land area of nearly 4,500 m2, with an investment capital of more than 5,000 billion VND. At that time, the project attracted great attention because it announced the most expensive apartment prices on the market with prices ranging from 21 billion to 85 billion VND/unit. However, the project later encountered problems and stopped construction from 2011 to present.
Next on the list is Lilama Hanoi Joint Stock Company (No. 8, Lane 5, Chu Huy Man, Long Bien Ward) with more than 76 billion VND. Viet Tien Investment, Development and Trading Joint Stock Company (24 Quang Trung, Cua Nam Ward) owes about VND51.3 billion.
Some remaining enterprises have debts ranging from several billion to tens of billions of VND such as Khanh An Design and Real Estate Consulting Co., Ltd. owing 18 billion VND; AIC Real Estate Joint Stock Company owing 6.5 billion VND; Hanoi Urban Investment, Trade and Construction Joint Stock Company owing 1.7 billion VND; Sunshine Marina Nha Trang Joint Stock Company owing more than 2.4 billion VND.
The tax authority said that the disclosure of the list of tax debtors aims to increase transparency, raise awareness of compliance with budget obligations and encourage organizations and individuals to promptly fulfill their financial obligations to the State.
