On August 31, information from Cao Bang Provincial Tax Department said that by the end of July, the whole province currently has 230 enterprises owing over 135.5 billion VND in extended taxes and other revenues to the State budget.
Of these, the two enterprises with the highest debt are Hanoi Industrial and Trade Development Company Limited with over VND 29 billion and Dong Bac Energy Investment and Development Company Limited with over VND 22 billion.
Next, 3 enterprises owe from 3.3 - 7.3 billion VND including: Truong Minh Company Limited (Hanoi); Minh Hoang Company Limited (Thuc Phan Ward); Quang Minh Company Limited (Thuc Phan Ward).

There are 4 enterprises that owe from 2.2 - 2.6 billion VND, which are: Tam Viet Joint Stock Company (Nung Tri Cao Ward); Dinh Van Construction and Trading Company Limited (Trung Khanh Commune); Dung Anh One Member Co., Ltd. (Phuc Hoa Commune); Branch of Toan Dong Company Limited (Quang Han Commune).
In addition, 15 enterprises owe from 1 to 1.8 billion VND and 206 enterprises owe from over 10 million VND to over 966 million VND.
In the list published by Cao Bang Provincial Tax Department, there are many businesses that are familiar with tax debt, which has lasted for many years.
Notably, Dong Bac Energy Investment and Development Company Limited (Na Ngan hamlet, Hoa Tham commune, Nguyen Binh district, Cao Bang) owes more than 22 billion VND from 2024 to present.


The People's Committee of Cao Bang province once assigned nearly 2,000 hectares in the old Ha Lang district to develop a forest planting project, but this enterprise received the land but did not implement it, which was ineffective.
Over the years, the local government has repeatedly requested the Provincial People's Committee to promptly reclaim an area of nearly 2,000 hectares of land to hand over to the people for production.
The situation of holding land but not planting forests also occurs at Quang Minh Company Limited. According to research, this unit was allocated 3,300 hectares of forest land but has not yet promoted its effectiveness on the allocated area.


After receiving the land, the enterprises have many reasons for not implementing it according to plan, leading to most of the area being abandoned and ineffective.
Up to now, after many years of holding large areas of land, these enterprises still owe local taxes with amounts ranging from 7.3 to nearly 30 billion VND.
On August 30, through actual records, the factory of Quang Minh Company Limited is located on a high hill with a stream flowing around it. Inside, workers are still busy working.

A worker who used to work at Quang Minh Company Limited said that the factory mainly produces wood chips, sometimes making coal for compression and chemical fertilizers. Recently, the enterprise has also cut the number of employees several times.
The above situation shows that the prolonged tax debt not only causes budget losses for Cao Bang but also negatively affects the local investment environment.
