In recent times, the Tax Department has focused on implementing many solutions to reform administrative procedures, especially in the field of personal income tax (PIT) refunds, to save maximum time and effort for taxpayers in fulfilling tax obligations.
The automatic personal income tax refund system has significantly shortened the time for processing documents, reduced direct contact and limited errors in the receipt - settlement process.
However, through data reviews, most of the personal income tax refund records have not been recorded by the tax authority due to the situation where the income payment organization has deducted personal income tax from individuals but has not yet paid it to the state budget. This is one of the reasons why individuals are eligible but cannot be automatically refunded.
Accordingly, in the coming time, in addition to the tax authority recommending income-paying organizations to urgently pay the full amount of deducted personal income tax so as not to affect the rights of employees, the tax authority will continue to further promote the implementation of regulations on fines and the calculation of late payment fees for cases of late payment according to the provisions of law.
At the meeting, representatives of the specialized Committees and units focused on discussing and proposing solutions to improve the effectiveness of automatic personal income tax refunds.
Many opinions agreed that the system needs to provide stronger support, especially in guiding taxpayers right from the stage of preparing and confirming statements.
Speaking at the meeting, Deputy Director Mai Son emphasized the importance of data exploitation and sharing with relevant agencies to minimize the arising of administrative procedures.
Agreeing with this view, Deputy Director Vu Manh Cuong suggested that individuals and organizations only be required to provide additional explanations in cases where data is actually incorrect, avoiding creating unnecessary administrative procedures for taxpayers.
Concluding the meeting, Director Mai Xuan Thanh requested the entire Tax sector to continue to improve the spirit of service, taking the satisfaction of taxpayers, especially workers as the center for service.
"The interests of workers must be the principle in all tax management activities. Tax refund work is not only a professional task but also a responsibility to serve the people. Therefore, each unit and each officer needs to proactively review the process, remove obstacles, and ensure that the dossier is handled quickly, accurately and fairly" - Director Mai Xuan Thanh emphasized.
At the same time, Director Mai Xuan Thanh requested the specialized departments and units under the Tax Department to strengthen coordination with relevant agencies and units to urgently make a list of organizations and enterprises that are late in paying or have not paid the deducted personal income tax in advance, and include it in the inspection plan according to regulations. For individuals who do not owe taxes, they must make immediate refunds to ensure the legitimate rights of taxpayers.
