Following the " street-level" tax officials to support business households
In recent days, working groups of the tax industry have simultaneously gone to streets, markets and small-scale business locations. According to the records, the appearance of tax officers at each counter helps the guidance and support activities take place directly and continuously, creating conditions for businesses to quickly get acquainted with new applications, equipment and processes.
On the taxpayers' side, all households proactively coordinated and spent time practicing for themselves right at the counter. From the confusion with the software, each household has initially grasped how to track revenue, make invoices and update data, gradually forming the habit of working in a new way. This is also an image recorded at many locations during the campaign.
Ms. Nguyen Thi Hanh, owner of a grocery stall at Buoi market (Hanoi), said that her biggest concern is the ability to operate on software. Previously, she only wrote in a notebook, so when she heard about using eTax Mobile and POS machines, money computers, she " found it very worried". In the early days, she was confused from logging in to finding the right item to look up revenue. However, when she was guided step by step by the tax officer - from how to open an application, import sales to issue invoices - she gradually understood the process. "Now I open an app and see my revenue for the day, see what I sell a lot and what I sell a little. Before, to review, I had to move each page of the book, she said.
Similarly, Mr. Pham Van Cuong (Cau Giay, Hanoi), owner of a household appliance store, shared that the thing that worries him most is time. The store is crowded in the morning and evening, he is afraid that declaring and operating on software will " takes up the whole session". But when the tax officer helped him install software and instruct him to create invoices right on the device, he realized that the operation was completed with just a few steps.
It can be seen that many business groups in markets and streets have recorded a clear change, as each stall gradually got used to the operation and use of new software and management methods.
Localities simultaneously "run away"
These images are also happening on many streets and markets across the country during the peak days of the 60-day campaign to support the conversion from contract tax to declaration. The exciting atmosphere spread throughout the tax system when localities simultaneously organized forces to go to markets and streets to support business households.
In Quang Tri, Tax officials at facility 4 work through the weekend in the spirit of "no stopping on weekends". In Ha Tinh, Tax Department 5 implements Plan 3352 with the motto "Sharing hands to point at work", "Going to every alley, knocking on every household", supporting the creation of electronic declarations, instructing eTax Mobile and answering problems right at the business location.
Nghe An implements six consistent principles to promote transformation towards transparency, modernity and sustainability, ensuring that all stages from guidance, support to problem handling are consistent and close to the reality of business households. Ho Chi Minh City launched the "60 days peak" movement at all 29 Grassroots Taxes, aiming to convert more than 345,000 contract households to declare. In Cao Bang, the campaign is deployed synchronously across the province with a commitment to resolve problems within 24 hours through many support channels.
Nationwide, tax officials and support forces from technology solution providers and tax consulting enterprises were present directly at traditional markets and commercial streets to accompany business households in the transformation process.
Business household concerns are built into a set of questions
Mr. Mai Son - Deputy Director of the Tax Department - shared that since the beginning of November, the tax sector has grouped business households to focus on human resources to support. "We conduct a survey based on existing data; continue to review and enrich data to assess what material conditions business households are having, understand the policies - regimes, what difficulties - problems. All the concerns of business households are built into a set of questions to prepare instructions. With careful preparation and support from partners and society, we believe that the set goals will be achieved soon.
He also said that many business households are worried when switching to declaration even though they are actually used to recording import, sale and debt. "The tax industry has worked with solution providers to convert those records to the simplest electronic form, helping to determine revenue or expenses according to the method chosen by the household, thereby facilitating monitoring and fulfilling tax obligations".
Regarding concerns about penalties, Mr. Mai Son emphasized that the current legal framework has been clearly regulated, but the priority of the tax sector in the initial stage is to support to avoid errors. "In cases of intentional violations, it must be handled to ensure fairness. But for households with problems due to lack of understanding, we will provide timely instructions. The contents that are at risk of leading to violations will be updated and notified for business households to grasp and prevent.
Regarding the conversion cost, the leader of the Tax Department said that the industry is implementing survey forms to determine the equipment and software conditions of each household. Currently, many solution providers are ready to provide free support or support up to the initial cost. The important thing is that businesses must overcome the testing phase to integrate more deeply".
Technology enterprises and tax agents accompany to support
The technology ecosystem and tax consulting enterprises also joined in, coordinating with tax authorities to provide solutions, incentives and provide direct guidance, supporting business households to conveniently switch to the declaration method.
The peak 60-day campaign to support business households also attracts the participation of the technology ecosystem. According to information from the Tax Department, up to now, 35 organizations providing electronic invoice services have sent support information to the Tax Department, including many preferential and free programs. Units publicly deploy solutions to deploy electronic invoices generated from cash registers, helping businesses choose suitable solutions.
Mr. Trinh Tien Binh - Director of Retail Hanoi Business Center, Sapo Technology Joint Stock Company - said: "When surveying in many localities, we found that the three major problems of business households are technological limitations, initial investment costs and lack of human resources to implement the electronic invoice issuance process. Since then, Sapo has developed software that allows businesses to issue electronic invoices right on their phones or POS devices. The application integrates order management, warehouses, electronic payments and connects directly with tax authorities, helping businesses comply with regulations quickly and conveniently".
According to Sapo, the unit has also applied AI technology to answer questions, provide instructions and connect users with tax consultants. The features are flexibly designed according to the scale of the household, easy to access and do not require large initial costs.
Along with the technology sector is the participation of tax consulting enterprises. Ms. Nguyen Thi Cuc - President of the Vietnam Tax Consulting Association (VTCA) said that this transition period is historic but comes with many difficulties because most businesses are still confused with tax regulations, do not get used to making invoices, keeping documents and determining the amount of tax payable according to actual operations.
Faced with that reality, the Chairman of VTCA called on tax consulting enterprises and tax agents nationwide to closely coordinate with tax authorities and solution providers in the campaign "60 days of action - Substantial transformation - Enhancing the level of declare, transparent and modern business households". She suggested that businesses participate with tax authorities at all levels in the area to advise and support households and individuals in doing business in the "hand-held, job- assigned" method in preparing invoices for buying and selling goods, keeping accounting documents, determining the amount of tax payable and declaring, paying taxes based on actual revenue arising.
