The Governor of the State Bank of Vietnam has signed and issued Circular No. 19/2026/TT-NHNN dated May 19, 2026, stipulating the decentralization in the implementation of administrative procedures specified in Decree No. 94/2025/ND-CP of the Government stipulating the Controlled Pilot Mechanism in the banking sector.
The Circular stipulates the decentralization for units directly under the State Bank in carrying out administrative procedures for credit scoring solutions, data sharing through open application programming interfaces (Open API) specified in Decree No. 94/2025/ND-CP of the Government regulating the Controlled Testing Mechanism in the banking sector.
The subjects of application are units directly under the State Bank and organizations and individuals who request to carry out administrative procedures.
According to the Circular, the decentralization for the State Bank of Vietnam Regional branch to carry out administrative procedures for organizations with headquarters located in the area is as follows:
Approving or refusing to approve the registration to participate in the Testing Mechanism for credit scoring solutions, data sharing through the Open API application programming interface specified in Article 10 of Decree No. 94/2025/ND-CP;
Accept or refuse to accept the proposal to adjust the experimental solution for the credit scoring solution, data sharing through the Open API application programming interface specified in Article 17 of Decree No. 94/2025/ND-CP;
Decision to stop testing and revoke the Certificate of Participation in the Testing Mechanism for credit scoring solutions, data sharing through the Open API application programming interface specified in points b, c, clause 1, Article 19 of Decree No. 94/2025/ND-CP;
Approving or refusing to approve the proposal to extend the trial period for the credit scoring solution, data sharing through the Open API application programming interface specified in Article 20 of Decree No. 94/2025/ND-CP;
Approving or refusing the approval of the request for a Certificate of completion of testing for the credit scoring solution, data sharing through the Open API application programming interface specified in Article 21 of Decree No. 94/2025/ND-CP.
The Circular is issued to institutionalize the Party and State's policy on promoting innovation, promoting the application of 4.0 technology, strengthening decentralization, reducing, and simplifying administrative procedures (TTHC), creating opportunities for SBV regional branches to access innovative and creative solutions provided by organizations in the area, improving processing capacity, implementing policies on digital transformation, promoting innovation in the area, and at the same time, creating favorable conditions for organizations in submitting dossiers and directly explaining to competent authorities to resolve TTHC.
This Circular takes effect from June 30, 2026.
