New organizational structure of the Tax sector
According to Decree No. 29/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, along with the process of streamlining the apparatus of the Ministry of Finance, the Tax sector is restructured according to the 3-level model:
Tax Department level: 12 units.
Regional Tax Department: 20 units.
Inter-district tax team: 350 units.
Reorganization helps optimize management, reduce overlap in operations and improve service efficiency for businesses and individuals.
Changing the tax management model towards streamlining
In the context of the Ministry of Finance's restructuring, the Tax sector is accelerating the conversion of the management model from "management by function combined with subjects" to "management by subjects combined with functions".
The General Department of Taxation held a conference on February 27-28, 2025 in Hung Yen City to prepare for the process of streamlining the apparatus. The conference was chaired by Deputy Director General Mai Son, with the participation of leaders of Departments and divisions under the General Department of Taxation and Departments of Taxation of localities.
Deputy Director General Mai Son emphasized: "The transformation will help the Tax sector operate more effectively, increase the application of technology and improve the quality of taxpayer service."
One of the important changes is the application of Big Data to unify information about taxpayers nationwide, helping tax authorities provide more timely support.

Practice the conversion plan, ensuring continuous operation
The conference organized a drill of options to ensure uninterrupted operations of tax authorities, focusing on:
Handover of accounting data, adjustment of revenue estimates.
Ensure smooth tax administrative procedures.
Unify the tax inspection and examination process.
The Tax sector also thoroughly grasps the need to maintain the current collection agency code until the end of 2025, while adding new codes to suit the new model.
According to regulations, the Minister of Finance is responsible for rearranging the tax system within 3 months from March 1, 2025. This requires units to quickly complete the implementation plan to ensure progress.
The transformation of the tax management model is an important step forward to help the Tax sector operate more effectively, towards a modern, transparent system and the best support for taxpayers.
