Decree No. 70/2025/ND-CP dated March 20, 2025 has just been issued, amended and supplemented by a number of articles of Decree No. 123/2020/ND-CP on invoices and vouchers.
At the online training conference for the whole tax industry on April 14, Deputy Director of Tax Department Dang Ngoc Minh affirmed that this is a strong step in the process of transforming the number of tax sectors, creating a legal corridor for modern, effective and transparent management.
According to Mr. Dang Ngoc Minh, Decree 70 not only helps to improve the effectiveness and efficiency of tax administration but also prevents and prevents increasingly sophisticated fraudulent acts. On this basis, the Tax Department issued Official Letter No. 348/CT-CS dated March 28, 2025 in detailed new contents to create favorable conditions for taxpayers and deployment units.
At the Conference, the representative of the International Policy and Tax Committee clearly stated 6 key groups in Decree 70. Of which, it is noteworthy that the adjustments related to the responsibility of the taxpayer, the tax authority and the parties use electronic invoices (e -commerce contracts); New regulations on search and information provision; supplementing the process of handling electronic receipts and documents deduction of personal income tax; At the same time, modify some samples and words explanation to unify the understanding and implementation.
Technically, the process of managing the invoice and electronic vouchers under Decree 70 will replace the two previous processes being implemented under Decision No. 1447/QD-TCT and 1391/QD-TCT of the General Department of Taxation. The new process is designed to minimize risks, improve the effectiveness of invoice monitoring, especially the bill of tax authorities initialized from the cash register - one of the forms being widely deployed in the field of retail, eating and service.
Representatives of the Technology Department, Digital Conversion and Automation of the Tax Department said that the tax industry is urgently upgrading the information technology application system to meet the requirements of Decree 70, ensuring smooth data connection, supporting businesses and individuals to look up, make, send and receive invoices quickly and accurately.
Along with that, the tax authority is also completing the draft circular guiding the sanctioning of administrative violations of invoices and documents, on the basis of amending and supplementing Decree 125/2020/ND-CP. The regional tax departments are proposed to actively participate in suggestions to promptly promulgate when Decree 70 takes effect.
At the conference, representatives of the regional tax departments had many comments related to the format of invoice data standard, risk management criteria, as well as proposing to complete the process of application in the field.
Concluding the conference, Deputy Director Dang Ngoc Minh asked the whole industry to focus on propaganda to the taxpayer, and requested the leaders of the Tax Departments to directly direct and inspect the implementation progress. The effective implementation of Decree 70 will be the criteria for assessing the level of completion of the 2025 task of each unit.
