Circular 08 regulating the verification of mobile subscriber information officially takes effect from April 15, 2026. Network operators are continuously issuing recommendations to users to quickly review and proactively update subscriber information to avoid interrupting communication. So, which groups of customers need to quickly complete this procedure immediately?

4 groups of customers need to update information soon
Circular 08 requires that all subscriber numbers must be verified with 04 information fields (Personal identification number; Full name; Date of birth; Face photo) and match the national population database. If you are in one of the cases below, please immediately standardize the information to protect your digital assets:
1. Group of customers registering for SIM cards with 9-digit ID card/ 12-digit ID card: Customers need to update information with the latest chip-based ID card/ID card through the "Subscriber Information Verification" feature on the MyViettel application.
2. Groups of customers registering for mobile SIMs with other papers (passport, military/police ID card) or receiving SMS messages inviting to standardize subscriber information from Viettel prefixes: Customers update through the "Information Standardization" feature on the MyViettel application.
3. Group of subscribers standing in their names (husbands, spouses, children, parents, siblings): The old owner and the new owner need to come directly to Viettel store to carry out ownership transfer according to regulations.
4. Other cases: Need to call the hotline 1800 8098 for timely information processing, guidance, and support.
(Note: If the phone number you are using has registered VNeID level 2 or performed biometrics with a chip-based CCCD through the network operator's system previously, you are in the safe group and do not need to do anything else at this time).
Self-verification through network operator applications: Fast, safe and "immune" to scams
Representatives of network operators especially recommend that people prioritize self-updating information directly on the application to maintain smooth and safer communication.
According to the instructions of Viettel network operator, customers only need to log in to the MyViettel application, select the function "Verify subscriber information" or "Standardize subscriber information" depending on each case. Then, follow the steps: take photos of the Citizen Identity Card (CCCD) and portrait photos, scan the chip on the CCCD by phone, check the information to ensure accuracy before performing the electronic signature step, enter OTP code to confirm successful update. This process only takes a few minutes and can be done anytime, anywhere.

More than 30,000 customer support points nationwide
Network operators are also focusing all resources to support customers to complete subscriber information verification in the most convenient way. A representative of Viettel Telecom said that the network operator is implementing a 50/50 strategy in parallel: On the one hand, encouraging customers who are tech-savvy to implement it through the My Viettel app, on the other hand, focusing forces on directly supporting customers in remote and isolated areas, the elderly...

It is known that before Circular 08 took effect, the Viettel store system, authorized stores, and partners such as The Gioi Di Dong, FPT Shop, CellphoneS... were mobilized 100% to help customers verify information at the nearest place. In addition, nationwide, Viettel Telecom also organized staff teams to directly support areas far from stores. According to statistics, up to this point, Viettel Telecom has arranged more than 30,000 points to serve people to update subscriber information - 5 times more than in previous days to bring the campaign to support customers to verify subscriber information early to the finish line.
Functional agencies and network operators also emphasized that all information updating and standardization activities are completely free. Currently, cybercriminals are taking advantage of the implementation of Circular 08 to defraud. Therefore, people ABSOLUTELY DO NOT provide OTP codes, passwords, or click on strange links to download apps via SMS/Zalo. State agencies and network operators never call to ask people to read passwords or OTP codes. Only operate on network operator applications, VNeID or at official stores.
