Synchronizing the legal corridor, meeting the requirements of organizing a new apparatus
On June 18, the Ministry of Finance held a national-scale online- limited-time conference to disseminate and implement new legal documents in the field of management and use of public assets to ministries, branches and localities. Deputy Minister of Finance Bui Van Khang attended and chaired the Conference.
In his opening speech, Deputy Minister Bui Van Khang said: on June 16, 2025, the National Assembly passed the Law on Organization of Local Government (amended), accordingly, the 2-level local government model will officially operate from July 1, 2025. To meet the requirements of implementing the new organizational model, the Ministry of Finance has proactively advised on the timely issuance of a system of legal documents in the field of public assets.
To date, 6 important documents have been issued, including:
Decree No. 125/2025/ND-CP dated June 11, 2025 of the Government stipulates the division of authority of local authorities at both levels in the field of state management of the Ministry of Finance;
Decree No. 127/2025/ND-CP dated June 11, 2025 regulating the decentralization of state management authority in the field of management and use of public assets;
Decree No. 153/2025/ND-CP dated June 15, 2025 amending and supplementing a number of articles of Decree No. 72/2023/ND-CP stipulating standards and norms for the use of public cars;
Decree No. 155/2025/ND-CP dated June 16, 2025 stipulates standards and norms for the use of working headquarters and career facilities;
Decision No. 15/2025/QD-TTg dated June 14, 2025 of the Prime Minister stipulates standards and norms for the use of machinery and equipment;
Circular No. 36/2025/TT-BTC dated June 12, 2025 amends and supplements a number of articles in the Circulars of the Ministry of Finance on public assets.
According to the Deputy Minister, these documents have complex content, wide scope of impact, directly affecting asset management activities at all levels, from the central to local levels. The Ministry of Finance issued two official dispatches (No. 8516/BTC-QLCS and 8523/BTC-QLCS dated June 17, 2025) guiding the implementation, and at the same time organized a conference today to train and convey clearly and consistently the regulations.
The Ministry of Finance is also drafting a Decree to replace Decree No. 151/2017/ND-CP, Decree No. 114/2024/ND-CP and Decree No. 50/2025/ND-CP to specify in detail the contents of the Law on Management and Use of Public Assets that have been amended and supplemented.
Accelerate decentralization, reduce procedures, avoid wasting public assets
At the Conference, representatives of the Department of Public Asset Management directly disseminated detailed contents of the new documents, answering contents of interest to localities and ministries, especially the issue of organizing implementation according to the 2-level local government model.
The new policies will take effect from July 1, 2025. In particular, decrees and decisions related to standards and norms for assets such as public automobiles, headquarters, equipment, etc. help create conditions for ministries, branches, and localities to have a basis to develop appropriate asset use plans after the arrangement of administrative units.
The amended contents also focus on promoting decentralization, delegation of authority, and reducing administrative procedures, such as: abolishing the authority of the Prime Minister in some cases, removing the requirement to seek opinions from ministries and branches before deciding on handling assets, in order to create proactiveness and responsibility for lower-level authorities.
In particular, with the promulgation of Decrees No. 125 and 127, the Ministry of Finance has clearly established authority among authorities at all levels in handling public assets - a content that many localities consider open, thorough, and practical, helping asset management after the arrangement of administrative units become more transparent and effective.
Previously, the Prime Minister issued Official Dispatch No. 80/CD-TTg dated June 1, 2025, requesting localities to strictly implement the directions of the Politburo, the Secretariat, the Government, and the instructions of the Ministry of Finance, avoiding loss and waste in handling public assets.
Speaking on the sidelines of the Conference, Mr. Nguyen Tan Thinh - Director of the Department of Public Asset Management - said: although the 2-level local government model officially operates from July 1, 2025, from now on, localities need to urgently prepare asset handling plans according to new standards, norms and authority.
As soon as the Government, the Prime Minister, and the Ministry of Finance issued the document, today we organized a training conference so that ministries, branches, and localities could clearly understand the regulations and unify the understanding and approach. This is an important preparation step to ensure effective implementation from July 1, 2025, Mr. Thinh emphasized.
According to reports from localities, up to now, there have been no problems in implementation. However, the Ministry of Finance recommends that if there are difficulties in the operation of the new model, it should be reported immediately to have timely solutions.
