Green economic trends
Mr. Nguyen Van - Vice Chairman of the Hanoi Supporting Industry Enterprise Association - said: “Supporting industries in Vietnam include the production of components, spare parts, raw materials, and production support technology for large industries such as automobiles, electronics, textiles, and renewable energy. This is an important foundation for the development of green economic sectors. Green economy is not only the driving force but also the development orientation for supporting industries in Vietnam. However, despite many efforts, the relationship between supporting industries and green economy in Vietnam still faces many challenges. Notably, there is a lack of resources to invest in green technology, a lack of infrastructure to support the development of renewable energy and green industries, and difficulty in accessing capital and technology conversion, especially for small and medium enterprises.”
Regarding the legal framework, although the Government has issued and approved national strategies on green growth and sustainable development in each period, the legal system is not really synchronized, and there are no specific legal documents regulating green energy and renewable energy. It is necessary to issue new laws on industrial development and environmental protection.
Besides, the management and implementation of green economic development strategies in sectors, regions and localities across the country are not really linked and unified.
Long term solution
The Institute for Policy and Strategy Research of the Ministry of Industry and Trade believes that the above solutions will not only help Vietnam develop a sustainable supporting industry, but also create a foundation for a green economy.
The first solution is to invest in and transfer green technology. Focus on investing in research institutes and universities to research environmentally friendly production technologies such as recycled materials, renewable energy batteries, and energy-saving equipment. Build innovation centers specializing in green technology.
In addition, it is necessary to provide financial support to businesses with tax incentives such as: exemption and reduction of corporate income tax for projects investing in clean production or using renewable energy, applying low tax for components and spare parts that meet international green standards. Establishing financial support funds for businesses investing in environmentally friendly technology or developing products serving the renewable energy industry.
The quality of labor resources for the green economy in Vietnam has not yet met the requirements of high science and technology level of the green economic development strategy. Compared to the world, production lines and technology in Vietnam are mostly old and outdated technology, consuming a lot of fuel and energy. Therefore, applying modern production lines and advanced technology to the green economy is a big challenge for Vietnam, requiring high-quality human resources to take on the responsibility.
The Ministry of Industry and Trade assesses that human resources are a decisive factor in the application of green technology and the operation of modern production lines. In the coming time, it is necessary to develop specialized training programs on green technology, clean production and environmental management in the supporting industry. Coordinate with universities and international organizations to improve the capacity of engineers and workers. Create conditions for Vietnamese experts and engineers to participate in training courses abroad, access advanced technology and management processes. Support businesses with internal training costs on green production and efficient energy management.
Implementing the above solutions will not only help Vietnam develop a sustainable supporting industry, but also lay the foundation for a green economy. This is a way for Vietnam to improve its competitiveness, contribute to environmental protection and build a sustainable economic development.
