On August 14, the Department of Innovation, Green Transformation and Industrial Promotion - Ministry of Industry and Trade organized a workshop "Promoting, disseminating and updating new regulations on energy saving and efficiency use".

The workshop is one of the professional activities in the series of events of the 2026 Energy Saving and Green Transition Product Exhibition Fair in Da Nang City.
In the context of continued increasing energy demand and increasingly clear green transition requirements, the effective implementation of regulations on economical and efficient energy use is a practical requirement for management agencies, businesses and the whole society. The national program on economical and efficient energy use for the period 2019–2030 continues to be implemented nationwide.
Sharing about mechanisms and policies to support businesses in practicing energy saving and efficiency, lessons learned, Mr. Nguyen Trong Hau, representative of Vietnam Technology Solutions Joint Stock Company (VETS) said that there are projects to support energy saving implementation such as VSUEE Project, KOICA Project, VAS Program...

In which, the VSUEE Project (Vietnam Scaling Up Energy Efficiency Project) is funded by the World Bank (WB), aiming to increase energy saving and efficiency in Vietnamese industry.
The objectives of the VSUEE project include: promoting the use of energy economically and efficiently in Vietnam's industrial sector; contributing to achieving national energy saving goals, ensuring energy security; helping businesses implement tasks and goals to reduce greenhouse gas emissions and respond to climate change.
The project "Promoting energy-saving and efficient investment markets in the industrial sector and supporting the implementation of the Vietnam Green Growth Action Plan" is implemented by the Korea International Cooperation Organization (KOICA) in coordination with the Ministry of Industry and Trade to support businesses to promote green growth and reduce carbon emissions in Vietnamese industry.

The Voluntary Agreement Program to promote energy saving and efficiency in the industrial sector (VAS Program) is an activity of Component 3 – Low Carbon Development in Industry, in the Vietnam – Denmark Energy Partnership Program for the period 2020 – 2025 (DEPP3).
Green transition direction for key energy-using facilities
Mr. Dang Quang Thien, Director of the Center for Innovation and Industrial Promotion, Department of Innovation, Green Transformation and Industrial Promotion - Ministry of Industry and Trade, said that in the context of increasing energy demand and increasingly clear green transformation requirements, effectively implementing regulations on energy saving and efficiency is a practical requirement for management agencies, businesses and the whole society.

At the workshop, Ms. Nguyen Hoai Tram, Operations Director of Hoang Dao Energy Joint Stock Company (HDE) introduced the ESCO business model, a solution to help key energy-using facilities (CSSDNLTĐ) fully comply with Law 77/2025 without incurring investment capital - accompanied by evidence from projects that have been and are operating stably of the enterprise.
Ms. Tram added that, with the capacity to manufacture boilers, on-site drying systems and a team of specialized thermal - environmental engineers, HDE has a special advantage to both master the equipment and operate stably for a long time - two necessary conditions for a successful ESCO project.

To share the risk of fuel price fluctuations fairly between HDE and customers, Ms. Tram said that all HDE's ESCO contracts apply a public and transparent price adjustment mechanism: the base unit price is agreed upon at the time of signing, then periodically adjusted according to the objective reference price index of the input fuel type.

Ms. Tram also added that in the first 6 months of 2026, HDE spent about 7.9 billion VND on three projects to implement 3 typical ESCO projects at Radisson Blu Resort Cam Ranh, Saigon - Ha Tinh Beer Factory and Tran Duong Rubber Latex Drying Factory (Quang Tri).
The energy cost savings compared to the self-investment option using fossil fuels range from 15–65% depending on industry and alternative fuel type. The total amount of greenhouse gas avoided from emissions thanks to the three projects is estimated at over 7,800 tons of CO2 - eq/year, making a practical contribution to Vietnam's Net Zero 2050 commitment.
